The talent resource is prerequisite. As pointed out by "Several opinions of the State Council on accelerating the development of the equipment manufacturing industry"(GUOFA [2006] No.8),Vigorously revitalizing the equipment manufacturing industry is the strategic measure to establish and implement the scientific outlook on development, realizing the sustainable development of national economy. Focusing on the professional personnel training and strengthening the construction of technology innovation team are strongly requested. As known to everyone, the development and the revitalization of advanced equipment manufacturing industry mainly rely on the improvement of science and technology, whereas raising the level of science and technology progress mainly rely on innovation, which is the carrier of the talent. After the financial crisis, Chinese equipment manufacturing enterprises had also begun to recognize their own problems and gaps, more keenly to realize the important of mastering the key technology, increasing the attention to high technical personnel cultivation, and actively exploring new ways to enhance the capability of independent innovation of enterprises. Therefore, with a vibrant and talented training system, targeted training and development of technical staff, which is an important task of enterprise human resources management as well as their responsibility.This paper, with M equipment manufacturing company as the research object, according to the logic thought of raising, analyzing, solving problems, combining theoretical analysis and empirical research, gets experiences from the representative of large enterprises in the same industry in personnel training and experience in the United States, Japan, Germany, through the deep research on the present situation of company training technical personnel, puts forward the technical improvement project of talent training mechanism, which purpose is suiting Chinese conditions, industry characteristics and the status of the company. Firstly, puts forward the scheme of preparation work, namely the training needs analysis of enterprise technical personnel and improves the technical personnel evaluation standard, offer the internal professional titles evaluation plan. Secondly, implement specific programs, namely, new technical recruits and technical talent echelon training project. Thirdly, promote the implementation of the program further, namely the establishment of enterprise tutorial system, incentive mechanism of diversification and learning organization. Finally, achieves comprehensive training of technical personnel through the comprehensive support of high level leader and security of implementation system & strategy, and encourages their constantly self-improvement at the same time, improves technical innovation and the ability of R & D, strengthen the sense of belonging, self-development closely connected with enterprise strategy, improves the enterprise’s core competitive power, promote the sustained and healthy development of business stability.
