Having the reputation of “smokeless industry” and “eternal sunrise industry”, the tourismindustry has been listed as the world’s three major industries with the oil industry, the automotiveindustry. In2009, the State Council issued “Opinions on speeding up the development of tourism”,therefore tourism has been promoted to the strategic position of the pillar industries and hasushered in a huge development opportunities. In this context, a new conflict arises and isincreasingly obvious, namely the contradiction between the heavy demand of talents to flourishthe tourism industry and the lack of tourism talents’ supply. The21st century is the century of thecompetition for talent. As the primary resource, human resources not only become the coreelement to promote the national economic development and technological progress, but also thecompetitive focus of comprehensive national strength among countries. There exists theinsufficient number, low quality, structural imbalance problems in the tourism human resources inChina. The reality is not optimistic. It becomes a top priority to promote tourism development oftraining and constructing a high-quality tourism human resources team to meet the market demandand have the international competitiveness.Tourism human resources in education training is the entry point of this study, and based onthe characteristics of the development of the tourism industry and the demand for talent, fromChina’s tourism personnel training status quo and culture history, this study will analyze theproblems of our country in the tourism personnel training, analysis of the underlying causesbehind, summed up the impact of tourism personnel training level of the relevant factors andfound that the backward mode of tourism personnel training is one of the key reasons. Analyzingthe type of training model of the tourism talent in our country, and comparing the type in theUnited States, Switzerland, Australia, Germany, Japan and other developed countries, this studywill sum up the successful models and practical experience and provide useful lessons for China’stourism human resources training.On the basis of tourism personnel training mode analysis, this paper presents the innovativetourism personnel training philosophy, focusing on the quality of education, capacity, knowledge,learning and skills development, training tourism personnel to adapt to the new industrialdevelopment needs. Adhering to the "use-oriented" and reality services, train the tourism talents tosupply and demand of their counterparts; focusing on the upgrade of quality and ability, train thetourism talents of political integrity of the comprehensive development; Improving the innovation capability and overall quality, cultivate the tourism talents with innovation. Proceed under theguidance of this idea, from the relationship between supply and demand, the proposed reform ofthe existing "H" tourism talents training model design, build "H" type tourism academic andapplied talents lane training model. By the new system design, and guide students according totheir different characteristics, strengths and interests, career development in academic research orapplied work, we can find a fundamental solution to the problem of shortage of applied tourismtalents.The article also suggests that to upgrade the ability is the core of the establishment of tourismtalents education system. On the continuity of education, vertically, different levels of tourismeducation should be run throughout the person’s life to integrate the people with education. On thecomprehensiveness and complementarity of education, horizontally, combining the differentcategories and natures of the tourism talents training and education, fusing the family education,school education (including general education and vocational education) and the job trainingtogether, will realize the seamless combination of lifelong education in education and life. On theeducational convenience, flexible and diverse forms, contents, methods, means, ways, and patternsshould be adopted to meet the needs of “education for all and everyone has the opportunities tolearn”.Finally, this paper builds a new road of "H" tourism talents training model design,proposing to achieve the “teacher-centered” to “student-centered”, andthe transition from “classroom teaching and book knowledge” to the “development of quality andproblem-solving”, and facing the development of China’s specific national conditions and thetourism industry, this paper makes a study recommendations with feasibility.
