An Analysis Of The Changes Of China 's Real Estate Tax Policy From The Perspective Of Policy Network

The contemporary public policy picture in China is complex and need to be rearranged.To study on complex issues in a diversified research perspective, is a mission of each policy researchers and analysts. In this paper, Property Tax changes as the main object of study, the use of policy network theory to clarify the Property Tax in a complex network of actors and policy changes of circumstances, from the perspective of structural analysis and dynamic analysis, around the network of actors’ resource exchange and network interaction three perspectives, analyze and discuss changes in policy formation process, the negotiation between the various bodies of complex actions, alliances, and partnerships the game, and then explore the links between policy networks and policy changes.Specific content of this paper can be divided into three Levels: Firstly, introducing policy network theory, indicating its feasibility and importance in the practical application of public policy; Furtherly, highlighting the policy network perspective in solving this problem in practical policy explanatory power, so that more people can be familiar with the theoretical framework of cognitive and policy networks. The second is to clarify the Property Tax changes in the process of the plight and challenges from the perspective of policy networks to explore changes in policy variables to explore the impact of policy changes in policy networks. Third, Try starting from the macro governance level, we try to rebuild the policy process picture from the structural and dynamic perspective, and then put forward some suggestions for the promotion of " Property Tax expansion".
