Characteristics Analysis And Empirical Research On The Network Of Multi Data Source Science And Technology Innovation Policy

As an important index to measure the core competitiveness of a country,innovation capability is regarded as a strategic investment by many countries at home and abroad.There is no doubt that policy support has become the biggest thrust of corporate innovation,and the policy of technological innovation has also become the biggest exogenous variable of technological innovation in enterprises.Therefore,taking the new theoretical concept of policy network as the research foundation and taking the status quo of the national science and technology innovation policy as the background,this paper extracts the objects in the science and technology innovation policy from the content analysis and builds the network model based on the collected relational data.By using the method of social network analysis on the science and technology innovation policy in three areas of Shaanxi Province,Xi'an high tech Zone,Xianyang high tech Zone,Baoji hi tech Zone release status review,respectively on the policies issued by UCINET software-Publisher membership policy matrix,policy object and policy target and the target occurrence matrix data visualization.Release main path analysis concludes that the innovation of China's policy to support small and micro enterprises to carry out activities-policy object and target data processing through the policy on innovation and development of strategic emerging industries,so as to realize the optimization of industrial structure,the transformation of the target battle slightly.Through the data processing of policy publishers and policy publishers,we analyze the leading units of regional policy publishing,sort out the close degree of regional scientific and technological innovation activities,and select the influential policy source data processing actor matrix.Through the data processing of policy objects and policy objects,we find out the classification of actors in technological innovation activities and the characteristics of various types of subjects,and summarize the advantages and disadvantages of local science and technology innovation policy network and make suggestions.Through the visualization processing and parameter comparison of the relationship data between array and subordinate matrix in Xi'an,Xianyang and Baojiareas of Shanxi Province,we summarize the characteristics of the regional policy network,summarize the problems and so on.The science and technology innovation policy in Shaanxi province is currently in the stage of development is not balanced,the main policy around the development of strategic emerging industries,small and micro enterprises,emphasizing the combination,but subject to a number of regional colleges,local policymakers lack regional endowment,lack of interaction mechanism between the subjective initiative and can not effectively play the conclusion.
