Since the reform and opening up, China’s economic development and urbanization accelerated rapidly. The domestic demand for land increases day by day. However, there still exist some phenomena like inefficient and disordered use of land in rural area, which aggravates the imbalance of the supply and demand of land. In order to alleviate the contradiction between people and land in the urban and rural area effectively, to ensure the national food security, to accelerate the pace of building new countryside, and to promote economical and intensive use of land, the country began to carry out land linked policies for urban and rural construction, and achievements are obtained after several years of trial. Yet the policy still stays in the exploratory stage since the duration of its implementation is not long. Effective interaction among the stakeholders of the policy doesn’t appear and there exists "fragmentation" phenomenon in the entire policy process, which affect the implementation of the policy in effect. As a new paradigm which rose in the public policy area, the policy network theory is positive to solve the problem of social differentiation and integrate social fragmentation to some degree. In view of this, I try to study the land linked policy for urban and rural construction from the perspective of policy network theory, wishing to make some contributions to this research field.This article studies the main problems of the polices for urban and rural construction sites, through putting forward the research hypothesis, constructing a "hook" policy network, then demonstrates the rationalization, scientificalness and validity of the research hypothesis, further, some important relevant conclusions are obtained. In the paper, the author analyzes the background of the connecting model, the typical patterns and the existing problems deeply by the combination of theory and practice. On this basis, the paper works out an optimization model of policy making by using the theory of policy network. The thesis is composed of five chapters:The first chapter is introduction. It mainly includes the reason and significance of the topic, makes an overview of the existing condition and problems aiming at the network policy and the police for urban and rural construction sites at home and abroad, and the framework of article ideas, the possible values and shortcomings.The second chapter explains the main concepts, the main theories and hypotheses proposed.The third chapter analyzes the model and characteristic of the land linked policies for urban and rural construction in Sichuan, Tianjin and Chongqing; and make the conclusion about the current situation and existing problems of the land linked policies for urban and rural construction.The fourth chapter explains the practicability of the theory of policy network for the land linked policies for urban and rural construction, makes the and linked policies for urban and rural construction and the analyze its working process.The fifth chapter analyzes the hypotheses in three aspects: rationality, science and validity.(The contradiction between the supply and demand of land and the "fragmentation" phenomenon in the entire policy process can be partially solved by the land linked polices for urban and rural construction)The sixth part is conclusion, which makes a full review, summarizes the full text views, and draws the conclusion.
