Grain as the most basic food supports the economic development in our country and is related with social stability. On March 5,2015, at the opening ceremony in the 3rd session of the twelfth session of the National People’s Congress, Keqiang Li, the prime minister, pointed that the grain production of this year should be over 0.55 kilograms to ensure the safety of food and the supply of main agricultural products. it indicates that Chinese government is still paying high attention to national food security and responds actively to the “new normal” of food security and set up food security strategy.This article attempts to offer some relevant suggestions based on looking back market regulation and control policy of Chinese government for food security, on analyzing the development status and regulation effect of food market in china to find out the main problems of regulation and control policy of food market, and on learning effective policies from the international typical countries.After briefly describing the main regulation policies of Chinese food market which include grain support policy, grain reserves policy, the policy of grain for sales, food import policy and after analyzing different policy combination of china for different macro goals, discover that there are some main problems to deal with in grain market regulation in china. First: structure of financial support policy for grain is too single; support for producer is not enough, structure of market regulation policy needs perfection. Second: price support policy for farmers is “to give fish” but not “give fishing tools”, this side-effect is no less significant; third: grain storage and production area is unbalanced development, problems such as rapid growth of demands for grain are urgently needed to be solved; finally: works for grain circulation at basic level are insufficient, weak infrastructure constructions, etc. are noticeable.Based on the above issues, in reference to our history regulation policy experience and the advanced foreign policy experience, three policy suggestions are put forward:Firstly, make full use of "green box policy" and "yellow box policy"; Secondly, make full use of the resources of the "two markets",such as domestic and foreign, grain and elements, futures and spot; Finally, strengthen national grain infrastructure, improve the overall level of grain reserve, and achieve the strategic goal of food security.
