Research On China's Grain Security Policy Under New Norms

The new normal is different from China's economic and social years high-speed development new situation,namely,in the future a long period of time,our country economic growth will remain stable,the amount of economic development by the high speed development of gradually transformed into a steady quality,consumption structure optimization,the development of science and technology,bring forth the fresh momentum.In the process,the contradictions of old and new,both inside and outside and interweave,these problems restricting the development of agriculture in the future for a period will exist for a long time,become a "new challenge".In contact with the accelerating process of economic globalization and domestic and international market in the background of increasingly close,contemporary China's food safety research has important theoretical and practical significance.This paper analyzes the new normal Chinese food security under natural conditions,imbalance between supply and demand,regional conflicts,weak infrastructure,such as "import dependence" problem,put forward the opportunities and challenges,the upgrade of domestic existing food security policy and the policy of essence and learning developed countries for reference,puts forward the solve the problem of food security in China under the new normal.First,we will build a mechanism for protecting arable land,ensure the area of cultivated land,improve the quality of cultivated land,and clean up the pollution of the resource.Second,the government should invest more in scientific research,improve the scientific and technological quality of agricultural workers and accelerate the promotion of scientific and technological innovation and results.Third,implement the strategy of "going global" and use "two markets" and "two resources" to enhance competitiveness.Fourth,we will improve food subsidies,deepen financial and insurance systems,and ensure farmers' income.Fifth,we need to create a new pattern of logistics development to ensure the efficiency of grain reserves.Sixth,establish a food security warning system to ensure the orderly market.To follow the law of economic and social structure and the socialist economic development,grasp the characteristics of the "new normal" economy,speed up the transformation of the mode of agricultural development,working hard to blaze a trail efficient,safe,saving,friendly agriculture modernization.
