While, this article will base on the financial resources theory, consider the institutions, business products and financial market as a strategic resource, think it is a dynamic process from the resources getting together to evaluating as a resource economic and to meet the function demand of the economic development, optimize the city CBD of financial resources has the stage.This article through to the 40 countries in the world for nearly 20 years of economic data, empirical analysis and grouping contrast, completed the exploration of to optimize path of financial resources, thinks the financial resources in China can be roughly divided into three stages of accumulation, transformation and maturity.
