In this developed commodity economy society, consumers select products for a kind of spiritual experience no more than meeting the basic value, and this spiritual experience is the result of the design innovation of product. Strong design capabilities will help enterprise to meet the potential social cultural demand accurately and it will be integrated into the product itself, then the product’s market share and innovation performance will be improved,then a frontier theory has been produced soon named Design Driven Innovation. It is different from other existing theory of innovation, it focus on open resources, including social cultural knowledge and the potential market especially on those which can stimulate creation on the semantics resources, no more than internal design resource from enterprise.Obviously, this is an new theory which emphasizes on importance of open resources. Therefore, mining external resources are both important to theory of Design Driven Innovation and the capability of design innovation.Based on telecommunications, after carried on the analysis of its situation,we find that telecommunications have a common problem about product unsalable caused by poor ability to design. However, we find a rich of potential external resources in the collaborative innovation network which can improve the ability of design innovation. Thus, this paper aims at helping telecommunications to mine external resources which can improve the ability of design innovation skills in this network. In according to predecessors’ research achievements, we will divide collaborative innovation network into three potential dimensions including network relation intensity, homogeneity and network scale and divide potential dimension of product design innovation ability into two dimensions including the product function design and product semantics design ability, so that we can construct a initial model and 11 path hypothesis from network resources, to design ability, then to innovation performance. What’s more, based on the 250 questionnaires data in the electronic communications enterprises, does empirical analysis on the path that how do external resources promote to design innovation. In the proceed of research We modify this model based on the model adaptation index, path coefficient CR,then find coefficient of the path from the network homogeneity to innovation performance not significantly support.So we remove it and modify above model. Finally we achieve the optimal model about path realization of design driven innovation on the view of collaborative innovation network.The empirical result show:on the one hand, the path of two design innovation abilities to performance are significantly feasible. It illustrates design innovation ability can obviously improve performance. So effect of design driven innovation of electronic communications enterprise is obvious;on the other hand, the paths from the network relation intensity, homogeneity and network scale to product design innovation are significant. It Shows that these external design resources can promote its product design collectively. This point is very important to improve product design and win market share for the telecommunications.The main enlightening conclusions of this paper are as follows:1.The network scale resources has direct driving force to both product function design ability and product semantics design ability, corresponding path coefficients are 0.41 and 0.45. Enterprises need spend more time to communicate and cooperate with related enterprises, government agencies, design institute in the network,that can improve the ability of product design innovation significantly.2.The network homogeneity resources have direct driving force to both product function design ability and product semantics design ability,the corresponding path coefficients are 0.23 and 0.65.Enterprises need spend more time to communicate and cooperate with those enterprises that have cultural identity, with similar products, or technical complementary, that can improve the ability of product design innovation significantly.3.The network strength resources have direct driving force to product function design ability and product semantics design ability, corresponding path coefficients are 0.34 and 0.25. Enterprises need spend more time to make strategic cooperation with company in the network, that can improve ability of product design innovation significantly.
