Study On The Evaluation Of Sustainable Development Ability Of Small And Medium - Sized Cities In Yunnan Under The Background Of New Urbanization

Since the implementation of ―western development‖ strategy, Yunnan has achieved rapid development with its own advantages. In 2013, The Gross Domestic Products of Yunnan have reached 1.172091 trillion, the rate of the growth is 12.1percent upper than previous year; the rate of permanent residents in urbanization has reached 40.48 percent, science-education-culture- health has got comprehensive and rapid development. However, with the rapid development of economy and the speeding up of industrialization, the development of the city in Yunnan province facing many problems, such as waste of resources, unreasonable industrial structure, unbalanced urban development etc., which seriously restricted the sustainable development of Yunnan city. At the same time, <national new urbanization planning(2014-2020)> also pointed out that, we should accelerate the development of small and medium-sized cities, improve the sustainable ability of the development in small and medium-sized city, and make full use of resources endowment and the comparative advantage and backward advantages in Midwestern city, in order to speed up the urbanization process and realize the coordination between urban cities in sustainable development. Therefore, under this background, it has important theoretical significance and practical significance to study the evaluation system of sustainable development in small and medium-sized cities in Yunnan province.The main content of this study can be listed as follows: first of all, on the basis of related literature review of urban sustainable development, based on the principle of maneuverability and observability, and combined with the actual situation of development of small and medium-sized cities in Yunnan, make a preliminary selection of evaluation index system for sustainable development of small and medium-sized cities in Yunnan province. Then, by using principal component-Pearson correlation analysis method, this study make a selection of the previous evaluation index system, and obtain the final evaluation index system of the sustainable development in small and medium-sized cities in Yunnan province. Second ly, select 116 counties(cities) in Yunnan province as the research sample, using the super efficiency DEA model to evaluate the sustainable development ability of small and medium-sized cities in Yunnan province; then, on the basis of the evaluation results, make the spatial statistical analysis on the small and medium- sized cities in Yunnan province; Finally, select some important factors that affecting the sustainable development ability of small and medium-sized cities in Yunnan, such as industrial structure, government support, the level of urbanization, etc., and by using spatial econometric model, make empirical analysis of these factors. According to the results of the analysis, this study puts forward relevant policy suggestions.This study has the following two innovation points:Firstly, the innovation of research angle, based on the perspective of county development, this study selected 116 counties in Yunnan province as the research sample, make evaluation of the urban sustainable development ability objectively, which make the evaluation results has strong comparability.Secondly, the innovation of selection method in selecting index. This study combined principal component method with Pearson correlation analysis method for the selection of the evaluation index system of the sustainable development in small and medium-sized cities, which overcomes the subjectivity of selecting indicators, and ensures the selected index has significant influence on the evaluation results. By using this selection method, we finally make the evaluation results more scientific and rational.
