A city,run by human beings,is a spatial & territorial system which combines population, economy,science,technology,as well as culture factors.It characterizes agglomeration economy and aims at social advancement.The integrity,activeness,and guiding functions of a city determine that intensive development is a best choice for realizing the sustainable development of cities.Most of all,this paper introduces the concepts of technological progress and intensive development.Based on the integration of agents of production,the intensive development of small-medium cities(SMCs) refers to the mode that realizes the economic growth with scientific administration,technological progress and effective usage of resources,thus promotes the total advancement of a certain city.This is a radical route to realize the sustainability of cities.The research purpose of this paper is to quest the right route,mode and strategy of the intensive development of SMCs based on technological perspective under national conditions.First,this paper probes the three basic routes of the intensive development of SMCs. Technological progress is the main source of industrial structure enhancement,thereby also the important driving force of the urbanization process.The technological route of the intensive development of SMCs emphasizes on how to integrate the related resources of a city and realize the coordinative development of urbanization both qualitatively and quantitatively. Agglomeration economy provides a way for SMCs to pursue their individuality.Likewise, cyclic economy provides a way for SMCs to pursue their sustainability.Based on agglomeration economy theory and Porter's diamond model,this paper holds a view that the agglomeration economy route of the intensive development of SMCs is to build modern industrial clusters.Based on cyclic economy theory and new industrialization thoughts,this paper considers that the cyclic economy route of the intensive development of SMCs is to reform the industrial system of SMCs,and provides some countermeasures.Second,this paper sums up the three characterized modes of the intensive development of SMCs.To a certain degree,the intensive development of SMCs relies,on industrial expansion based on technological progress.Kunshan follows a route that driven by external investment and technology-imports-promoted industrial structure enhancement.With the spread of agricultural modernization based on technological progress,Shouguang realizes the economic,social,demographic,using of resources and environmental sustainability of both city and countryside.Changji has constructed the regional system of technological innovation, which contributes its accomplishment of the most vital area in north Tianshan economic belt. The characterized intensive development modes of the three can be demonstrated as following. Kunshan mode:perfect timing and location,FDI drives development.Shouguang mode: based on characteristic agriculture,soldiering on for a better-off life.Changji mode:benefits from a dominant location,all industries are booming.In the end,this paper analyses the three key elements of the intensive development of SMCs.With the proposal of the T3 strategy,this paper values and dissertates territorial advantage,technological progress and teaching/training in the development of SMCs.Rather than greatness,the SMCs should pursue excellence,elegancy and powerfulness,and thus they are supposed to follow the route of regional characterized economy,which is named as the characterized strategy.To further inspect the intensive development of SMCs,this paper makes analysis of the social and economic development data of some national top 100 SMCs, and primarily establishes an evaluation model of the intensive development.Then, suggestions are given for strengthening the intensive development of SMCs.
