Research On The Training Mode And Safeguard Mechanism Of Migrant Workers' Logistics Skill In The Urbanization Process

Urbanization is a necessary process of social development in our country. The essence of urbanization is a process of putting migrant workers into city residents, and to enhance their comprehensive quality and develop their occupational skills is a big challenge to the government. According to National New-type Urbanization Planning(2014-2020) published by Xinhua News Agency on March 16, 2014, this policy explicitly proposes to improve the service system of public employment and career-creating, strengthen occupational skills training of migrant workers, improve the abilities of employment, career-creating and occupational quality, encourage higher education institutions, various higher vocational colleges and training centers to play a positive role to carry out occupational education and skills training, promote the establishment of occupational skill training base, and encourage migrant workers to obtain the occupational qualification certificates and professional skill certificates of specific items.The previous studies paid more attention to the occupational training of migrant workers, but put little emphasis on the specific skills research. However, this study takes the logistic skills as the breakthrough point, combines with the background of national new-type urbanization planning and the fast development of Chongqing logistic industry, adopts varied research methods such as data studies as well as considerable amount of questionnaire and interviews, makes the analysis of the core factor(unemployment problem) of keeping migrant workers out of emerging into the city, and explores the key factor of their personal quality and occupational skills that resulted in the unemployment. Concerning how to improve the occupational skills of migrant workers, and combined with the current situation of the inadequacy of front-line workers in Chongqing logistic industry, the study explores the training mechanism of logistic skills leading by government, and constructs logistic skills training model based on varied needs and cultures. Finally, the study puts forward to safeguard policies and measures concerning logistic skills training of migrant workers in government position.The first chapter briefly introduces the current situation of logistic skills training of migrant workers in the process of Chongqing urbanization. The second chapter analyzes the key factor of logistic skills training of Chongqing migrant workers based on actual investigations of questionnaire and interview. Based on the above mentioned investigation and analysis of current situation of logistic skills training of Chongqing migrant workers as well as the key factors, the third chapter aims to construct logistic skills training mode based on different needs and cultures. The fourth chapter proposes the safeguard policies and measures of logistical skill training of migrant workers in government position. In the end, the study draws the following basic conclusions: first, in the process of urbanization, we must improve the comprehensive quality and occupational skills of migrant workers; second, in the period of the fast development of Chongqing logistic industry, a large number of front-line workers with logistic skills are in urgent need; third, the current situation lies in the sharp contradiction between the emergency of large amount of migrant worker with low comprehensive quality as well as little occupational skills and the inadequacy of a large number of front-line workers in logistic industry, therefore, government, higher vocational colleges(training centers) and enterprises should jointly explore a reasonable and efficient logistic skills training mode(mechanism), moreover, government should propose and improve the corresponding safeguard policies and measures in a further way.
