It is difficult to run the steel industry in the economic downturn and excessiveproduction capacity, and the downstream demand is not filled. the contradictionbetween supply and demand make the situation in the steel industry had slipped to thelowest level in the industry. Such the trend is likely to continue, in order to smoothdegree hurdle, the small-and-medium steel company should make own in-depthanalysis, explore restructuring road, and strive towards quality-oriented developmentmode, and efficiency of the direction of change. In2011of " Twelfth Five-Year Plan",the content of the steel industry are: China’s steel production capacity continues toexpand, the steel market supply and demand has increasingly prominentcontradictions, large changes in prices of raw materials, the cost of making iron andsteel enterprises expenses rose, corporate profit margins become smaller. December2013, Cai Jin, as vice president in China Federation of Logistics and Purchasing, said,market-oriented steel logistics system, the problem has been resolved and the steelmarket pricing of resources allocated by the market; But commodities as the valueand use value unification of circulation is an effective way to promote integration torealize the value and use value, effective circulation can enhance the vitality of smalland medium sized steel enterprises.In the steel industry, the research of the small-and-medium steel company forindustrial and logistics sector union, will contribute to the common development ofboth. However, the existing research literature, the mostly state-owned research anddiscussion on the logistics of large steel companies, research for thesmall-and-medium steel company logistics is relatively small, especially the lack ofresearch on the logistics mode; to change the mode of development, thesmall-and-medium steel company need to explore the logistics road, self oroutsourcing; logistics outsourcing in the study, are mostly in the decision to adopt thepremise of outsourcing model, which compares the lack of prior import andoutsourcing companies, which may make business decisions with sidedness; when thesmall-and-medium steel company decide to outsource, outsourcing service providersare often faced with the choice of problems in the selection process, we need to takefull account of the small-and-medium steel company own strength and scale of theproblem, the only way to help logistics outsourcing model of the small-and-mediumsteel company to operate efficiently. This article is part of the research for the logistics business of thesmall-and-medium steel company conducted. Unlike large steel group’s self-logistics,the logistics outsourcing of the small-and-medium steel company hover, their pros andcons, difficult trade-offs. So in this article, the small-and-medium steel companythemselves triple-tested to help determine itself is suitable for self-employed oroutsourced. Then when companies complete the test and found that the road itselfafter outsourcing this stage, we need to consider how to choose logistics outsourcingservice providers.
