Large and complex construction projects involve many features, such as many construction participants, huge numbers of supplies equipment, large scale and long construction cycle, which bring huge challenges to logistics business. So managers of large and complex construction projects have an urgent demand on the third party logistics outsourcing providers, which can provide rich professional experience and mature abilities of construction logistics to decrease the difficulty of the whole logistical execution and make construction management better to deal with. However, previous studies was mainly focused on the risk theory of enterprise controlling, rarely combining with construction projects to analysis and evaluate the condition. Especially large and complex construction projects and logistics outsourcing both have a rapid development at present, it has necessary value and strategic significance to combining these two hot spot on the side of construction managers.This paper break the past research model of analyzing local construction problems and discussing abstract theory. This paper supposed construction projects to be a complex and dynamic system and then build the index system systematically, the index system was divided into four level to measure risk, including the system external environment, the subsystem of third party logistics providers, the subsystem of construction managers, the system between each subsystem. The intuitionistic fuzzy comprehensive method was introduced to evaluate risk of construction outsourcing. What’s more, after gathering data by IFWA, the rough set method and the TOPSIS method was also choose to deal with index processing and comprehensive evaluating by combining with the intuitionistic fuzzy comprehensive method. Eventually, the risk assessment model based on complex systems was built and improved.When the risk assessment model was proposed, this paper assembling expert’s field evaluation results and doing empirical analysis on a series of large-scale pv power station construction projects investing by the Golden Concord Enterprise. Risk classification and relevant treatment measures were proposed on the side of the manager, this result will help the enterprise control the project risk, reduce the loss and ensure the project schedule at the same time. What is more important for the complex large construction industry is this model offering a lot meaningful reference significance and applicable value.
