Small and medium enterprises is an important part of China’s economy, solve morethan80%of the urban employment problem. However, human resources managementhas become severely constrained and influenced the development of small business.The scale of small and medium enterprise in China is limited, most of them do nothave independent human resources management departments, lack of professionaltalents, although the overall number of enterprise is high-speed growth, managementis still relatively backward. Human resources management efficiency directlydetermines the survival and development of enterprises, so it is no time to delay tostrengthen the human resource management in small and medium enterprises. Withthe reform and opening up, after joining the WTO, foreign enterprises enter to China,for one thing, they bring great challenge to our small and medium enterprise, foranother thing, they also bring a series of advanced management ideas and methods,including the theory of human resource management and human resourcemanagement outsourcing. Human resource management outsourcing has been widelyapplied in the enterprises of developed countries, and is considered to be an effectiveway to improve the efficiency of human resource management. Now some domesticenterprises have carried out human resource management outsourcing, but theapplication in small and medium enterprises is still relatively small. Therefore, theaim of this paper is to provide a theoretical basis for human resource managementoutsourcing in small and medium enterprises.At first, this paper summarized the theory and content of human resourcemanagement, and then reviewed the basic theory of human resource management,such as humanity hypothesis theory, motivation theory, and human capital theory.Through theory of six big modules analyzed the present situation of human resourcemanagement in small and medium enterprises. The introduction of human resourcemanagement outsourcing concept, analysis of human resources management in smalland medium enterprise using six big modules and outsourcing concept; analysis ofoutsource content and mode of human resource management in small and mediumenterprises referenced to the SWOT analysis method. In a word, it is meaningful forthe small and medium enterprises to explore the outsourcing of human resourcemanagement.At last, this paper analyzed the human resource management outsourcing risks, the risk management of human resource management outsourcing in small and mediumenterprises, and proposed risk matrix method for risk assessment. Combining the caseand using Borda rank method, this paper found out the key risk faced by theenterprises in the outsourcing activities. In order to get the size and grade of theoutsourcing risk loss, adopting the correlation analysis method of risk loss andoutsourcing failure causes, it quantitative analyzed of the risk events and risk source,and made risk management measures for various risk events and sources.
