Research On Sustainable Utilization Of Coal Resource In Hebei Province

Coal resource is a kind of non-renewable resources. Coal resource reserves are fixed and less and less with the continuous exploitation. Coal in the process of mining and consumption have had a negative effect on the environment. The latest research results show that coal is the main source of air pollution. The proportion of coal in the primary energy consumption structure in Hebei province is as high as 85% above. Coal plays a very important role in people’s production and life. Resources, environment and economy is an inseparable system. So the research on sustainable utilization of coal resource is of certain practical significance. The article defines the sustainable utilization of coal resource: the utilization protects the ecological environment to the survival of humans and achieves the goal of economic development. And this utilization can not only meet the need of modern people, but does not also damage the ability of future generations to meet their need.This paper introduces the situation of coal resource in Hebei province, describes the characteristic and analyses the current status of coal resources development and utilization.The article finds the problems in the process of the utilization of coal resource, for example,the unreasonable proportion of exploration and mining, insufficient backup resource and the damaged environment etc. Combining the theory of ecological footprint, this article calculates the demand and supply of ecological footprint from 2000 to 2012 in Hebei province. Results show that the coal consumption has far more than its capacity of ecological environment. So Hebei province is in a state of ecological deficit and the use of coal resource is unsustainable. On this basis, the author calculates the biggest coal resource consumption that the ecological environment in Hebei province can carry. The coal resource consumption now is almost ten times the maximum value. The task of controlling the coal resource consumption has been urgent. By Spearman rank relational coefficient,the author analyses the relationship between GDP and coal consumption in Hebei province,and the conclusion shows the significant positive correlation between the two. The high development of economy causes the increasing of coal resource consumption. The actual economic model depends too much on coal resources. Hebei province is in urgent need of transformation of the economic model and reducing the consumption of coal resource.Finally, according to the problems of the above analysis and the actual situation in Hebei province, the author puts forward the corresponding proposal.
