Aerospace enterprises as an important part of military enterprise in our country, is a special group in the state-owned enterprises. Aerospace Enterprises not only bear the historical mission of the national defense building, but also shoulders the mission of driving high-tech development. Along with the developing of China’s market economy, deepening the reform of state-owned enterprises, the traditional military enterprises will have to enter the market and participate in competition..How to choose their own development strategies, as soon as possible to adapt to the market economy system, has become the important topic of military enterprise development..HC,small and medium-sized enterprises, is a wholly owned subsidiary of a institute of China Aerospace Science&Industry Corp.The company is an important practice of the Institute, the purpose is to effectively implement the "civil-military integration" development strategy The company focused on the development of "civil-military integration" project,the main business of F-12high-strength organic fiber and its products,the product,of high performance organic fiber is one of the key product of the national strategic emerging industry. The company has the advantage of a strong R&D capabilities and military enterprises qualifications, there is also the development of adverse factors,including small-scale,higher product costs etc.In this paper, based on the strategic management theory, using PEST model analysis HC’s external macro-environment, the use of Porter’s five forces model analysis HC industrial environment, combined with analysis of the company’s internal organizational structure, human resources, intellectual property and qualified resources and finance, production, marketing, R&D capabilities, to get opportunities and threats faced by the company’s development, strengths and weaknesses.On the basis of this analysis, the paper designing four kinds of strategic combination by the SWOT analysis method. in line with the company development goals, for the company to choose the development strategy of the technology forward integration. According to the environmental characteristics of military and civilian markets, were selected focus strategy and differentiation strategy as the company’s competitive strategy, and to develop a functional strategy. By building of enterprise culture, Improving the organizational structure, human resource management, marketing, intellectual property protection, and risk management to make the company grow rapidly and healthy.
