Civil-Military Integration development has become a military industrial globalbig trend, go Civil-Military Integration development road, Also has become China'smilitary enterprise, the only way of sustainable development and the transformationand upgrade. Civil-Military Integration development is not only the shoulder holymission of aerospace enterprise, also is the inevitable choice of sustainabledevelopment. This article from the strategic management concepts, characteristics,function, with the third aerospace institute as an example to study how to establishand implement Civil-Military Integration development strategy to guide and promoteaerospace enterprise Civil-Military Integration development.First of all, through the Civil-Military Integration development environment ofinternal and external research, has been clear about the changes in the externalenvironment trend and rules, and Civil-Military Integration development strengths,weaknesses, opportunities and threats, put forward the aerospace enterprise mustconform to the trend of Civil-Military Integration development, positive research anduse national policy, strengthen the cooperation with the government, speed up into thelocal economy, play technology, talent, cultural advantage, vigorously carry outinnovative drive strategy, capture the commanding heights of the technology, speed upthe reform of mechanism of system and information construction, broaden thefinancing channels, establish marketing system, build commercial operation mode,increased efforts to introduce overseas high-level talents and marketing team building,adhere to the road of Civil-Military Integration development.Secondly, through the research on the benchmarking aim, this article has beenclear about the aerospace enterprise in the process of Civil-Military Integrationdevelopment, must be in civil and military market mutual development to cancel eachother out cyclical fluctuations, and timely adjust their own business with the changesin the external environment, pay attention to the construction of the core business,speed up the pace of reform changes the system, strengthen capital operation, theinnovation of science and technology and the combination, create projectdevelopment mechanism, talent incentive mechanism, actively construct integratedmarketing system and brand system.Third, on the first two chapters basis, this article puts forward strategic objectivesof the aerospace enterprise, clears the industry orientation, product positioning, themarket localization, the regional orientation and brand positioning, sets the three-stepdevelopment steps, puts forward the focus on the development of seven big industry,clears the priority areas for development, analyzes the strategic goal of the realizationof capital and human resource demand and the gap, clears the final to adopt strategiccontrol mode.Fourth, this article expounds how to from the allocation of resources,organization, leadership role three aspects, to meet the implementation Civil-MilitaryIntegration development strategy needed resources, control mode and strategicimplementation, thus effectively promote the implementation of the strategy ofCivil-Military Integration development.Through the above study help aerospace enterprise to develop and implementCivil-Military Integration development strategy for the realization of aerospaceenterprise development strategy and planning objectives provide reference andpowerful support, promote the aerospace enterprise strategic position.
