Research On Strategy Evaluation About Civil Industry Of Military Enterprise Transformation And Upgrading Based On Civil-military Integration

Chinese military enterprises occupy a special position in the large and medium-sized state-owned enterprises.Domestic economic structure and the steady growth of the market competition ha ve become increasingly fierce in the background, civil-military inosculation industry development has become the only way for Chinese military enterprises to achieve sustainable development and transformation and upgrading in the background of adjusting structure, growth stabilisation and market competition becoming increasingly fierce for domestic economic.It is also important problems to solve for the national defense strategy, development strategy and economic strategy in the present stage.This paper firstly describes the research status of civil-military inosculation industry at home and abroad, analysing common problems in civil and military inosculation process at home and abroad, as well as Chinese deficiency comparing with developed countries.Pointed out that Chinese military enterprises, with specific characteristics in structure, resources, capabilities and other strategic elements and they have their own advantages and institutional limitations of military enterprises during the transformation and the planning process.On this basis, I use the theory and method of enterprise strategy evaluation.This paper puts forward the strategic evaluation index of civil industrial transformation and upgrading of military enterprises.Then, this paper attempts to model theory with AHP method combin ed with fuzzy comprehensive evaluation to establish the evaluation indicators.This paper completes the empirical analysis in actual situation of The Second Academy of Chinese Aerospace combined with theoretical model, giving the evaluation of strategic position of upgrading strategy of The Second Academy of Chinese Aerospace.Showing the suggestion on the formulation and implementation of the strategy in the institutional mechanisms, personnel, technology innovation, product value, marketing system and the strategic association, etc.The research provides a reference model for the evaluation of the industrial transformation and upgrading strategy for military industrial enterprises, promoting the development of transformation of civil-military inosculation industry in structure, innovation, quality and efficiency.
