With the deepening of China’s reform and opening-up process, the rapid development of the global economy, Chinese enterprises operating environment in recent decades has undergone enormous changes, as well as prison enterprises. After entering the market economy, normal enterprises have never been stop their pace of innovation driven by the profit. And gained unprecedented success. However, prison companies are yet to achieve internal institutional reform, planned economy is still in the prison business operations management systems. In the joint action of internal and external factors, prison enterprises are far behind normal enterprises.In order to help prisons companies to bail out, Ministry of Justice began to expand the reform of the prison business in the year2003,and launched nationwide in the year2008.At the same time,many preferential policies also been provided to prison enterprises.Reforms and policy concessions are merely necessary but not sufficient condition for achieving sustainable development.
