A Study On The Development Model Of "One Village,Two Buildings" Of The Rural Collective Economy In Suzhou

In the report of the 20 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that "actively training new types of agricultural operators,keeping the rural basic operating system vibrant,and continuously creating favorable conditions for promoting the comprehensive revitalization of rural areas and achieving agricultural and rural modernization." In2023 the government file 1 points out that :“deepening the rural collective construction land market pilot for commercial purposes to establish both the interests of the country,the rural collective economic organizations and farmers land increment income effective regulatory mechanism,explore ways to diversified development of the new type of rural collective economy.” Since China reform and opening up our country’s rural collective economic operators are changing,around the development path is not the same.Therefore,to strengthen the research of the rural collective economic development model,has very important practical significance.This study takes the rural collective economic development model of Yaofeng Village in Suzhou City as the research object.Through the implementation of the "one village,two buildings" model in Yaofeng Village,the positive results have been achieved in the sustained and healthy development of village level assets,the stable income brought by operating buildings for the collective,and the convenience provided by service buildings for the villagers.Through investigation and questionnaire survey in Yaofeng Village,it is found that there are problems in the mechanism setting of the current "one village,two buildings" in Yaofeng Village,resulting in the poor operation of the village community as a whole and the lack of coordination between buildings;The layout is not reasonable enough,resulting in a more casual distribution of operational buildings and a more remote location of service buildings;Insufficient utilization leads to a high vacancy rate in operational buildings and incomplete convenience of service buildings;Incomplete functions lead to incomplete production and equipment of operational buildings and inadequate functional adaptation of service buildings.Through literature reference and interviews,the reasons for restricting the development of the "one village,two buildings" model in Yaofeng Village have been revealed.The "one village,two buildings" management mechanism is relatively conservative,specifically due to the excessive concentration of village community rights and the deviation of design and planning from reality;"One village,two buildings" planning is not scientific,resulting in a lack of overall planning and construction of operational buildings and a lack of innovative planning and construction of service buildings;The industrial layout of "one village,two buildings" lacks a theme,resulting in a lack of focus in the operational building industry and a relatively chaotic service building project;The "one village,two buildings" operation lacks flexibility,specifically due to the excessively single emphasis on standards for operational buildings and the lack of reserved renovation space for service buildings.To this end,by optimizing the constraints of the "one village,two buildings" model in Yaofeng Village,a "one village,two buildings" model suitable for Yaofeng Village is proposed: promoting the coordinated development of village communities and "one village,two buildings" to form a linkage mechanism;Scientific layout to create a situation that adapts to local conditions;Improve operational buildings from multiple perspectives,complement production weaknesses in operational buildings,optimize internal space settings,and create a "enclave" model;Utilize service buildings at multiple levels,dynamically focus on industrial development,enrich service buildings,create distinctive service buildings,improve industrial supporting facilities,and improve building quality,thereby developing and strengthening the rural collective economy of Yaofeng Village.It is hoped that through the study of the collective economic development model of "one village and two buildings" in Yaofeng Village,Suzhou City,it will provide a reference perspective for exploring the development of rural collective economy in different regions.Due to the author’s own knowledge and ability,the research of this paper will inevitably have many deficiencies,and I hope to have the opportunity to use what I have learned to further deepen relevant research in the future.
