Under the background of new urbanization, there is the profound meaning of rural infrastructure, which is not only the important material foundation for the development of rural production, but also the strong guarantee for the improvement of new urbanization. Sichuan province locates in the western area. There is a gap between Sichuan’s rural infrastructure and the urban area or the eastern rural area, due to the relatively simple investment source and the scarce resource source. Therefore, it is practical and important to study the financing and construction management issues of rural infrastructure, and explore the suitable financing mode and construction management mode for the central area to promote the rural economy sustainable development and industry structure upgrading.Based on the theory of public goods and project management and in the realistic context of new urbanization, this thesis learns from the foreign experience about rural infrastructure project management, comparing and analyzing the financing policy and mode of rural infrastructure project through the methods of literature research, site survey and case analysis etc. to put forward to the suitable financing mode, analyzing the present situation and issue of rural infrastructure construction management of Sichuan province according to the perspective of process management to establish the infrastructure classification construction system and engineering center management mode, which takes the organization transformation as the core, and propose the roadmap of rural infrastructure construction management mode.Based on the practice of SQ town infrastructure construction and management, this thesis analyzes the main thought of rural infrastructure construction under the context of new urbanization, as well as the experience of financing and construction management.
