With the deepening of China’s hydropower resources in the development process, the development of hydropower resources in difficulty gradually increase, many hydropower project development tasks have multiple comprehensive benefits, both public service functions and is operational functions. When a single generation features and benefits in accordance with hydropower project financial analysis, estimates the high price, lack of market competitiveness. Cause investment power investment enthusiasm of enterprises declined severely restricted the development and utilization of hydropower resources in the process.To solve the above-mentioned disadvantages of the various phenomena and to stimulate investment in hydropower enterprise investment enthusiasm and motivation, and improve investment efficiency and the promotion of sound and rapid development of hydropower resources, hydropower project investment costs have comprehensive benefits between various development functions reasonable allocation is very necessary and essential.In this paper, project examples, by analyzing the characteristics and problems of instances, the target function derived works to identify and quantify its benefits, then the use of project investment cost allocation method, the total project investment cost and benefit of each function make a reasonable allocation between sectors, while based on the strong dependence exists between the project development capabilities and its stakeholders, searching for the project itself, with the operability and viability of the investment cost-sharing model, making the main interests of each benefit maximize investment value has fully demonstrated the comprehensive benefits of hydropower projects. Under the comprehensive benefits of hydropower projects have solved a single generation features and benefits of the financial profitability of the poor, lack of market competitiveness issues. The results of this study can provide a reference for similar problems in hydropower projects.
