With the increasing awareness of environmental protection and sustainable utilization of resources, River Navigation and Hydropower Project came into being. Navigation and Hydropower Project is a large-scale integrated projects with the ruction of flood control, power generation, navigation, drainage, irrigation, environmental protection,that involvs serveral department. However, the requirements and benefits of various departments are both different,thus the investment they beat will be different,either. In order to improve the level of support and the initiative in the project, a reasonable and fair investment allocation is essential. Currently, the investment allocation of Navigation and Hydropower Project does not have a recognized and unified accounting method.Investment allocation is a focus and difficulty throughout the entire process of the project. Therefore, this paper would like to provide a relatively reasonable and feasible methodology,in order to provide a reference for future engineering practice.Fistly,this paper describes the principles and steps of the investment allocation.Secondly, it carries out a detailed analysis of the costs and benefits,then introduces the traditional investment allocation method and investment allocation method based on cooperative game (e.g.Shapley value method, the core method, nucleolus, etc.), deeply analyses the advantages and disadvantages and scope of application of these methods.To take the advantages of each method, this paper uses a differential square method.Thirdly, take Wenzhai Navigation and Hydropower Project as an example, analyze and propose a reasonable and feasible allocation plan. Finally, a summary of the full paper is proposed.Deficiencies that still need to improve and the recommendations for the government is put forward.
