21st century is an era of economic globalization and knowledge economy, the innovative development capability becomes one of key successful factors for an enterprise. With development of the core competence theory developed for the key successful factors, the enterprise managers attach more and more emphasis on Human Resource which is generally considered the source of an enterprise’s core competence. As the critical part of Human Resource Management, the employee career planning is also included in the core management. However, the field of China’s career planning design is marked with late start, the study with respect to Human Resource Development is not considerable. This paper aims to domestic state-owned enterprises, based on the employees’ career advancement channels for enterprise staff career planning design, which begins with the personal career planning design.Employee’s career planning&management concerns the long-term development of both enterprise and employees. For this purpose, the author has collected the books concerning "career planning management", and summed up the primary researches at home and abroad. Under such circumstance, the paper, firstly, analyzes the situation of the Chinese employees’career to be standardized. Secondly, combining the XX Group’s HR development strategy, presents the relevant design on the career development of the employees from the Group’ head office,Then combines the condition of XX group company headquarters, on the basis of the promotion channel to XX group company’s headquarters in career development planning related design, through the design appropriate career advancement channels, and establish the ability quality of form a complete set with model test to select talents, guiding employees’ self-learning through the vocational qualification management; through the qualification of human resources management to guide employees self learning building the occupational training system to help improve employees’ competency; finally, in order to ensure the successful occupational development planning, presenting the basis for the organizational measures, wage support and cultural constructio...
