Research On Improving The Utilization Quality Of FDI In Yunnan Province

Based on North’s State Theory this paper studies on Foreign Direct Investment(FDI) Utiliza-tion Quality Of Yunnan Province.The core problem, firstly building up the comp rehensive assessment index system,for the whole interest of Yunnan province we know that the expected-effect is theeconomic security and promoting economic development,from which we can de-termine the second index system;then through analytic tools we sum up the doubled effects for assessing Yunnan’s FDI utilization quality in the hierarc-hy process,in the end we work out the assessment index system.We select the time period from2001to2012,and then through the analytic factors,we get the rank and the development possibility,in the end we make the related conclusions and suggestions.First, we find that,the period of Yunnan’s FDI utilization can be divided into two phase, the first section is to use FDI to make up for a lack of saving and investment.The second phase is the exchange market for technology,instead,that we not only lost the market and get a quality of bad FDI.So it is necessary to improve the ability of using the FDI,hat is to say the mode of attracting foreign capital in Yunnan is quantity,rather than the quality.In Yunnan province,there is some main problems in the process of using FDI,for example,there is a lot of introduction of FDI,while the effect is low,average project scale is not big,and mostly concentrated in the labor-intensive industries,distribution caused by unreasonable structure and low technical content,the investment of R&D is little,etc.From the performance,it’s not obvious in the field of technology,manageme-nt,and knowledge spillover,so it is useless for the growth of economic,the increase of trade growth,the optimization of economic structure, meanwhile the regional distributio-n of FDI is not reasonable,which will expand the regional effect,such as environment pollution,etc.Therefore when it is actively to practice Yunnan bridgehead strategy and exchange the mode from quantity to quality,it is significant to do some research of FDI utilization’s quality in Yunnan,which will be benefit of improving the quality of use of FDI and change the mode of economic growth and promoting its industrial structure,so as to improving the quality of economic growth, in a word,it has a very strong theoretic-al and practical significance.Based on the comprehensive rank for quality of FDI utilization in Yunnan province during2001-2012,we get that which in Yunnan shows a upward trend in the develop-ment of the FDI,though in the twist and turds,in the two aspects of economic security and economic development,they bring about by the positive and negative effect,while which did not affect the overall upward development,so the use of FDI policy should also be positive sound,we should highlight it and guide the healthy development of FDI in Yunnan.
