Research On Perfecting The Performance Evaluation Index System Of K City Investment And Financing Company

In 2003, The State owned Assets Supervision and Administration Commission established. The SASAC of the State Council perform the contributor’s duties and supervise the central enterprises on behalf of the state.After that, the local government also set up local SASAC, which performs the contributor’s duties and supervise the local state-owned assets. Performance appraisal is the management incentive and restraint from the shareholder of the enterprise. It’s also an effective method of shareholders to urge enterprises in the management process to reach the target of shareholders. For the state owned enterprises is the same, the most important means are also hiring managers and assessing them, which make the state-owned enterprise develop vastly. Hence, to establish a set of enterprise performance appraisal system on the leadership, which play important role in promoting the healthy development of state owned enterprises. In 2004, the SASAC of the State Council promulgated the "performance evaluation measures in management of persons in charge of central enterprises". The K city, referring to the Central enterprises evaluation methods from SASAC of the State Council, combined with the characteristics of municipal enterprises, was promulgated in 2006, "the K city property on behalf of the operating performance evaluation provisional measures." This mainly carries on the financial index of industrial class assessment.On behalf of the government, SASAC performs the contributor’s duties on state owned enterprises. Therefore, assessment of the SASAC for the state-owned enterprises must imply the will of the government. K city, with the expansion of demand of urban constructional funds, Municipal investment financial companies emerge as the times require, the establishment of these companies is to make use of existing resources, to raise more funds for urban construction and do a good job in the construction of urban infrastructure. Therefore, financial index assessment of the original appraisal system is not suitable for investment and Finance Companies.This paper will performance appraisal problems through the analysis of the current investment Finance Companies in K city, established the clearly principle and goal of the new performance appraisal system, determine the evaluation object, evaluation index and redesign calculation formula, determine the weight of each evaluation index by AHP, the method to determine the set of assessment objectives, improve municipal investment Finance Companies performance evaluation system, expounds the operation security measures in the new performance appraisal system, to ensure the implementation of the performance appraisal system. The perfect performance appraisal system in this paper embodies the goal guidance from administrative department of the municipal government investment, appraisal index calculation formula of science, assessment results objectivity, Fairness of the evaluation results and the authenticity of the assessment process, to truly reflect the subjective assessment results and operating results of the Finance Companies manager, and to promote the healthy development of the investment of Finance Companies. To establish the performance appraisal system to the evaluation of finance Companies of various local features have certain reference significance.
