From the practice of management in companies, the implementation of the performance appraisal is an effective measure to arouse the enthusiasm and activity of employees. It is an important tusk to draw up a performance appraisal system which not only accords with facts and simple for operation, but also can be able to make sure the employees glad to accept and achieve remarkable results. In order to guide, encourage and restrict employee’s behavior, companies should build up a performance appraisal system matching with the development of the company, so as to realize the strategic objectives of the company. In recent years, as a state-owned investment company, the city investment company made a significant contribution to promote the city infrastructure construction, environmental governance, the people’s livelihood projects and the integration of urban and rural construction. However, facing the increasingly fierce market competition and a series of related industry policies, the current performance appraisal system of the city investment company has been ill-adapted to the need to rapid development, in has been become a bottleneck of the further development of the company. Therefore, it is imminent to establish an performance appraisal system which is match to the development strategy of the company.Combined with the performance appraisal theories, proceed from the business strategy of the city investment company, this thesis study on the performance appraisal system of it by means of literature study, questionnaire survey, interviews and other methods, analysis of the current problems of performance appraisal. Aiming at the existing problems, the thesis puts to use the Balanced Score Card, key performance index, management by object and other performance appraisal methods and theories, establishes an performance appraisal system which is match to the development strategy of the company so as to promote the company bigger and stronger, and make sure sustainable development.Proceed from actual conditions, this thesis put the performance appraisal theories into practical work so as to find the methods of improve management level. Hope that the improved performance appraisal system has the certain enlightenment and reference for this company and similar companies in our country.
