In 2014, China National Supply and Marketing Cooperative General Agency has been established for 60 years. General Secretary Xi Jinping has made important instructions on continuing to well operate the supply and marketing cooperative agency. He points out that, in the new historical conditions, we should continue to run the supply and marketing cooperative agency well and make use of its unique advantages and important role. The central government pays great importance to the development of supply and marketing cooperative agencies, so that people re-examine supply and marketing cooperative agencies which seem to be far from academia and business circle.In the development process of supply and marketing cooperative agencies, the cooperative enterprise is the main body of supply and marketing cooperative agencies carrying out business services, is the core of supply and marketing cooperative undertakings’ development, and determines the overall service level and social image of supply and marketing cooperative agencies. During the process of reforming and developing socialist market economy, some enterprises belonging to supply and marketing agencies were eliminated (closure and bankruptcy) for they couldn’t adapt to the reforming. Most enterprises which could adapt to the reforming were preserved. Facing the selection of survival and development, few enterprises have greatly grown with the opportunity of becoming bigger and stronger. However, in the fierce market competition, most preserved enterprises have no resources and advantages. How to become bigger and stronger, and break through the bottleneck of rapid development becomes an urgent research topic.In the era of knowledge economy, human resources, especially talent resources, is the core competitiveness of enterprises. The human factor is the key factor in the development of enterprises. The author thinks that lack of management talents (especially senior management talents) is one of important factors rest, icting the development of enterprises belonging to supply and marketing cooperative agencies. However, due to historical reasons and themselves, these enterprises do badly in cultivating management talents. In order to solve this problem, it’s a perfect way for recruiting professional managers in the society. Taking an enterprise belonging to the supply and marketing cooperative agency in one city as an example, this paper makes relevant analysis.In this paper, the first part (theory) elaborates relevant theories such as recruitment theory, entrust and agency theory and competency model theory, and analyzes these theories’(especially theory of quality model) value and significance for enterprise’s recruitment. The second part (application study) objectively analyzes KMT’s human resources situation, managers’ status and flow characteristics of managers, and analyzes problems and causes of KMT’s recruiting professional managers. Taking KMT recruiting and selecting professional managers as the example, the last part constructs competency model and designs the recruitment and selection process.This paper mainly studies the application of competency model in the recruitment of enterprises belonging to supply and marketing cooperative agencies. Theories based on competency model and related to the recruitment and the scheme forming on this basis can provide certain reference for senior management personnel in implementing enterprises belonging to supply and marketing cooperative agencies.
