Study On The Adjustment And Adjustment Of Industrial Structure In Taiyuan Under The Low - Carbon Economy

Nowadays global warming and energy security have become a growing hot issue of human. Governments around the world and human beings are actively seeking the measures and methods to solve these problems. The low carbon economy is a kind of green economy, its final goal is to realize the coordinative development of economy, resources and environment. So governments around the world and people are generally believed that the development of low-carbon economy has become the best to solve the problem of global warming and energy security.Only advocating the low carbon economy development, finally could promote the common development of economic, ecological and social. However the adjustment and optimization of industrial structure can promote the development of low-carbon economy. Different industrial structure can make the development degree of low carbon economy is also different. So the important domain of low carbon economy is the adjustment and optimization of industrial structure.Shanxi Province is in a critical period of transformation of resource-based economy development,using the concept of low-carbon economy promotes the industry transformation and improve the level of economic development,which has great practical significance.But at present there are not many researches of the adjustment and optimization of industrial structure about Shanxi Province from the perspectives of low carbon economy,as the capital city of Shanxi Province,Taiyuan City,plays an irreplaceable role in Shanxi’s economic development, there are very few scholars to study the development of industry structure about Taiyuan City by using low carbon economy idea.So Taiyuan City in Shanxi Province is the research object, based on the article in regional economics and economic geography knowledge, using the relevant data of statistical yearbooks from 1999 to 2013, with the low carbon economy as the breakthrough point, using the mathematical statistics method, spatial analysis and principal component analysis method, to analyze and research the adjusting and optimizing of industrial structure of Taiyuan. The research mainly includes industrial structure evolution of Taiyuan City, present situation of low carbon and evaluation analysis about it and evaluation of optimization level of industrial structure under low carbon economy perspective. The results of the study are as follows:(1) In the industrial structure,the industrial structure of Taiyuan City has"heavy" phenomenon and he regional core-periphery pattern has emerged.In the national economy the proportion of the second industry is still higher than the third industry, in the second industry the development speed of heavy industry is greater than light industry, the light and heavy industrial proportion and the internal structure of industry are unreasonable,and the most leading industries are energy industries; From space point of view the concentrate distribution areas of the second industry in Taiyuan City are Wan Bailin Area, Yingze District and surrounding counties, there are many polluting enterprises from the city center to the suburbs, the development of industrial structure is unreasonable in every area, the regional core-periphery pattern has emerged.(2) In the energy consumption, the energy consumption of urban area is more serious than the county area.the distribution areas of most enterprises which are above designated size in Taiyuan City, are focused on the Xiaodian Area,Jian Caoping Area and Wan Bailin Area, many heavy industries are also distributed in these areas.The energy consumption of these areas of which the economic development level is higher is relatively large, so the energy consumption of urban area is more serious than the county area.(3) In the Carbon emissions, the second industry especially the high carbon industries and the ultra-high carbon industries are the sources of carbon emissions, the first industry and the tertiary industry are low carbon industry,its energy consumption and carbon emissions are small, they don’t produce carbon dioxide for the atmospheric of environment; But the second industry is high carbon industry, Coal collecting industry, oil processing and coking industry, chemical raw materials and chemical products manufacturing, ferrous metal smelting and rolling processing industry and electric power, steam, hot water production and supply industry for ultra-high carbon industry,.These industries seriously restrict the development of low carbon economy in Taiyuan City, so we should optimize the industries and look for alternative industries.(4) Evaluating the development level of regional industry from the perspective of low carbon economy in Taiyuan City, on the basis of the industry development level,the areas are divided into four grades. Xing Hualing, Yingze and Xiaodian district are the areas of which the level of industry development is higher;Wan Bailin area and Qingxu County are the areas which the industry development level is high.;Jian Caoping, Jinyuan and Gujiao city are the areas which the industry development level is lower;the industry development level in Yangqu County and Loufan County is backward.Based on the above analysis results, in order to further promote the deepening and the rationalization of industrial structure in Taiyuan City,so as to promote the steady, sustainable and friendly development of economy, society and ecological environment. Aiming at the problems of industrial structure in Taiyuan, basis on the draw lessons and experience of low carbon economy development in provinces and cities from other countries, the study puts forward three patterns from the perspective of low carbon economy to promote the industry development in Taiyuan:emerging industry development mode, industry-regional organization pattern and industrial-social development model.lt also puts forward the concrete measures to adjust and optimize the industrial structure, mainly including develop new industries,build a low carbon industry system; Reduce energy consumption, realize to supply low carbon energy; Basing on low carbon economy to select dominant industry, And improve the mechanism and concept of low carbon.
