Gansu Province Industrial Structure Optimization Analysis Under Economy Transformation Of Low Carbon

As the warming effect of carbon emissions become a broad consensus,low carbon economy with an emphasis on low carbon,development as the goal,to seek for the sustainable development of the global has become the focus of global attention.With the low level of per capita GDP in Gansu province,economic development is imminent.And,Gansu province as big provinces of resources all the time,the development process makes carbon emissions.In addition,the statistical accounting system foundation ability construction in Gansu province needs to be strengthened.Based on the above background,this paper is devoted to use input-output table of "carbon" to provide accounting tools for low carbon economy in Gansu province,and using multi-objective optimization model to optimize the industrial structure of Gansu province,guiding Gansu province to a low carbon economy transformation.First of all,this article has carried on the theoretical analysis and discourse analysis method;Secondly,the use of 2000-2012 data of carbon emissions,economic development and industrial structure of the data to describe the present situation of low carbon economy in Gansu province and analyzing the present situation and problems of the industrial structure;Secondly,using the input-output table of 2007 Gansu province to make input-output table of "carbon",and calculate the total carbon coefficient of the industry;Thirdly,using the above conclusion to set up multi-objective optimization model of industrial structure,the optimized structure of 31 industries in Gansu are obtained;Finally,conclusions and Suggestions are put forward.Main conclusions include: input-output table of "carbon" of Gansu province is the system tools of low carbon economy accounting;To reduce carbon emissions and to promote economic growth are associated and cannot be isolated,through the adjustment of industrial structure,able to complete the weighing or trade-off to find some possible equilibrium;Gansu province should pay attention to the development of the third industry,phasing out and clamp down on the industries of the serious environmental pollution,slow development,energy consumption too large;Still should be of some of the advantages of resources industry metal smelting and rolling processing industry and petroleum processing and coking and nuclear fuel processing industry as the industry key industries;Should adjust the structure of energy consumption,increase the proportion of new energy in primary energy consumption structure,and vigorously promote the reform of electricity and heat production technology.
