An Empirical Study On The Interactive Relationship Between Informatization And Cultural Industry Development

Since the 1990s, with globalization and the advent of knowledge economy, information technology is more and more important to the development of economy and society, it has become a new growth point of new productivity and economic development. Information technology is widely used in the economic field, such as education, government, business, entertainment, media, agriculture, industry. Our country recognizes information technology plays the important role in the development of economy and society. In the fifth plenum of the 15th CPC central committee, our party vigorously promotes the development of the informatization which can promote the development of other industries with information, our country should combine informatization with modernization construction, improving the socialist market economic system and the life level of the people. Our country should take the advantage of informatization to push the development of national economy. In the sixteenth national congress of the CPC, the development of informatization became the strategic position of national social and economic development. In 2006, the CPC Central Committee General Office printed national economic and social development of informatization which expressed the full deployment of the development of informatization during our country.The plan is the main task of national economic and social development. In the 17th national congress of the CPC, our country encouraged the integration of informatization and the other industries. The cultural industry is an emerging industry form, consistent with the relationship between human and nature harmonious development, the cultural industry has become the most vitality and development potential industry of the global industry, it can play an important role in the adjustment of economic structure, increasing employment, promoting social and economic development. In the sixth plenum of the 17th CPC central committee, the conference proposed to develop cultural industry as the strategic goal of the pillar industry of our national economy and improved the cultural industry to a strategic position in the development of the national economy. Cultural industry is most close with information technology in the field of the economic industry.The relationship between informatization and cultural industry has attracted the attention of the academic circles, but most studies remain in the level of unilateral effects. Then, whether there is mutual relationship between informatization and cultural industry influence and efficiency of this relationship is the focus of this paper.Firstly, this paper studies on the interaction relationship mechanism between informatization and cultural industry, expounding the realistic relationship between informatization and culture industry. Secondly, this paper has collected the relevant data of informatization and the development of cultural industries from 2010 to 2012. The paper establishes informatization index system from the view of input and output, and from the informatization service level, and from labor input of information industry, and from the, the information industry investment in fixed assets, and from the development level of information industry. Then we accord to the factor which is close to informatization and combined with the actual situation of input and output of culture industry to establish the developing level of cultural industry. Final the paper established a compound system coordination degree model of an information-cultural industry. The results show that the coordination level of informatization and the cultural industry in our country is low. In 2001, the coordination degree value of informatization and cultural industry is -0.05, appeared uncoordinated development situation. From 2002 to 2012, as our country valued informatization and cultural industry, coordination degree increased from 0.07 to 0.70, the average annual growth rate is 81.8%. It shows that informatization and cultural industries exist interactive relation, the tempo of development is fast. Thirdly, by using cross efficiency DEA model, the paper evaluates the coordinate development of informatization and cultural industry. Establishing efficiency evaluation index of informatization to cultural industry and the informatization to cultural industry,the paper measured efficiency evaluation index from 2000 to 2012. Results show the coordination efficiency of informatization and cultural industry increased 0.65 from 0.36 from 2000 to 2004,then that of informatization and cultural industry decreased 0.38 from 0.59.It explains the depth of coordination is to be strengthened, further shows that our country needs to pay attention the information and cultural industry and pay more attention to both efficiency problem. Finally, according to the analysis above the paper gives several policy suggestion about coordinating development of informatization and cultural industry and takes forecasted research which as has prepared the prerequisite and basis for the strategic goal of developing our country’s information industry and cultural industry and provides the reliable guarantee for the further research of the thesis.
