| As a kind of resources form, tourism resources are exist objectively and with the development of tourism industry, they are divided into different types according to different standards. The cross-border tourism resources are one of special resources types and also exist objectively which are basically located at boundary of administrative divisions and undeveloped regions and there are in charge of two or more than two administrative regions. In addition, marginal geographical position, the division of the administrative management, complicated stakeholders and integrated mechanism of win-win cooperation are their features. Few analyze of the cross-border tourism resources are in the domestic and overseas and they are all focus on the macroscopic level that is the measure and guarantee of cross-border tourism cooperation and tourism integration. From the micro level, they are rarely analyze how to develop and manage the resources and different scales should have different develop models. In this paper, the cross-border tourism resources is the main study object and the theory of administrative regional economy, the cross-border management theory and the game theory are the theoretical basis. Then analyze the features and types of the resources and according to it, the paper integrate the models of development and management from the perspective which is concentrate on the tourism resources development and management. What is more, by the research of the resource in Yunnan Province, the author comes up with the proper suggestion that the cross-border tourism resources have their own different scales and the models of development and management. The main study content and the conclusions as follows:(1) In the system of our recent administrative division, the tourism resources-based areas are divided different administrative regions and shared by two or more than two administrative regions. Although the whole resources are separated, there are still many tourists are attracted by them and can be used by tourism industry and produce comprehensive benefits.(2) The theory of administrative regional economy, the cross-border management theory and the game theory are the important guiding theory which is focus on studying the development and management of the cross-border tourism resources.(3) The cross-border tourism resources are differ from other common tourism resources, they have own features that are objective existence, marginal geographical position, the division of the administrative management, complicated stakeholders and integrated mechanism of win-win cooperation. But there is very easy for the progress of development and management to appear the typical contradiction of “tragedy of the commons” and “prisoner’s dilemma”. The reason is that boundary division led to the appearance of multiple benefit subjects.(4) The cross-border tourism resources are special areas that share by a lot of administrative regions. According to different division standards, the resources can be divided different types and they have own proper models of development and management.(5) Developing and managing cross-border tourism resources is the inner demand for tourism industry and benefit mechanism drives local governments to pursue the maximum benefits.(6) The development and management of cross-border tourism resources should follow the develop rules and the models mainly have the cooperation of cross-border tourism, adjustment of administrative division and the model of trusteeship and franchise. So according to the local particular situations choose different models.(7) As a western province which has much tourism resources and powerful economic strength, Yunnan province should pay attention to the development of different scale resources. Therefore, there is necessary for it to study the proper model that based on the unique and complication of the development problems and exist conditions of the cross-border tourism resources. |
