Cross-administrative regions tourism resources are widespread in our country. Because of the administrative system in China, the same tourism resources belong to different administrative divisions’ range, which artificially separates tourism activities. On the current situation, the rigid constraint of administrative divisions is one of the important causes which led to conflicts and interests of disputes of this kind of tourism resources development. With the development of tourism and the mature of people’s tourism-conscious, the planning and development of cross-administrative tourism resources is necessary, so worthy of study whether in theoretical or practical aspects as well.This article draws on previous theoretical studies and references to the relevant planning outcomes. By basic researching on the cross-administrative tourism resources, which using inductive and deductive thinking, this article analyzes the necessity and feasibility of planning and development of this kind of tourism resources. Some domestic scenic are successful and practical obstacles exist. This article tries to build the system of such tourism resources in planning and development process, that each administration should plane unified and development cooperat. Various stakeholders should regulate their own behavior duties, so as to improve competitiveness and tourism benefits. They should balance the interests of reach other and achieve win-win.There are many tourism resources in Shanxi Province, among that are some important tourist resources which belong to different administrative areas. But on the current situation, these scenics are not satisfactory development. This article sets Yanmenguan and Hukou Waterfall, which are typical cross-administrative tourism resource, as examples, analyzes how to break administrative boundaries, and suggests how to development better.
