| In the world today, the acceleration of economic globalization and the integration of regional economic is speeding up and neighbor countries’opening to the outside world is going deep, the development of cross-border tourism in China has accelerated the pace, with the continuously growing of the scale, cross-border tourism has gradually become an important growth point of China’s tourism revenue. Jilin Province, as an important border province which connects Russia and North Korea, its development of cross-border tourism and the strengthening of regional cooperation has become the inevitable trend of the development of international tourism in the province.In1991, the priority development of Tumen River project was declared to the whole world by journalists in the headquarters of UNDP, this project goes with the tide of the regional development, and is of both practical and theoretical significance. However, in Tumen River region, there are differences of social nature among China, North Korea and Russia, To develop cross-border tourism cooperation in these three countries which are of different social natures, and establish international tourism cooperation zone is a kind of creative work which is unprecedented and of historical significance.In November16,2009, the State Council officially approved "China Tumen River region cooperation development program----make Chang-Ji-Tu the prior developing and opening up zone", as an important center city and node city in Chang-Ji-Tu region for developing and opening up, Yan-Long-Tu region plays an important and forerunner role. In order to promote the international cooperation of Tumen River region, we must combine the cooperation statement and related policies under the aspects of policy, economy, social and culture which are adopted by China, North Korea and Russia during the past22years, and also the past experiences and lessons. The carrier for strengthening international cooperation in Tumen river area is the region which is adjacent to China, Russia and North Korea. In accordance with national systems, cooperative principles, forecasted goals and the optimization of resource allocation, there are several elements for tourism---" eat, lodge, travel, purchase and enjoy", with the fully integration of these elements in the border area, a region with features of large scale, high quality, brand famous and proper traveling structured is established and this is the Tumen River border tourism cooperation zone.This article draws lessons from tourism principles, regional economics, marketing study, tourism economics and related disciplines theory, and the author mainly uses the theoretical research based on the practical investigation method of the regional tourism cooperation, cross-border cooperation in tourism and other related theories and the practical data in the collection, collation, analysis. According to the present situation of domestic and regional tourism and cross-border cooperation in tourism research, the writer summed up the experience and enlightenment of the development of Tumen River border tourism cooperation zone, at the same time, SWOT analysis on the feasibility of development of Tumen River border tourism cooperation zone was carried on, and the results showed that the Tumen River border tourism cooperation zone’s condition is qualified, and it is of sufficient space for development and broad development prospects. |
