Research On Fairness Of Rural Infrastructure Investment

Rural infrastructure is the generic terms to provide comprehensive rural development and farmers’ living public service facility. It is the necessary basic condition of rural development and farmers’ life. The Party’s 18 th National Congress of the CPC and Third Plenary Session of the 18 th CPC Central Committee have proposed that Our country should achieve the national building affluent society’s goal by 2020 through comprehensively deepen the reform of the socialist market economic system, give full play to the decisive role of market mechanism. The fairness of the construction of rural infrastructure investment is the weakest link to achieve this goal.While infrastructures in the development of the society are largely increasing, but the urban and rural infrastructure investment in China still exist significantly unfair distribution, which has severity influence on the farmers’ production enthusiasm. This paper has a basic description on the equity theory and the current status of the rural infrastructure investment in China, and also proposes the present problem of fairness of China’s rural infrastructure investment, which will reflect contradictions and problems in rural infrastructure investment from the perspective of philosophical heckling in order to achieve desirable fairness of China’s rural infrastructure investment under the perspective of pursuing fairness. Except the purposes to improve the rationality, equity and effectiveness of the rural infrastructure investment,this paper eventually aims at improving farmers’ production and living conditions and reaching the goal of promoting the integration of urban and rural development. We also hope that the issue of rural infrastructure investment fairness can be combined with philosophical reflection, which will change people’s ways of deep thinking and also expand people’s thinking space.
