Research On Fairness Of Rural Infrastruce Investment In China

China is a developing agricultural country,the central government focus on the issue of the first 14 consecutive years.The central document clearly stated: "If China want to be strong,agriculture must be strong;China want to be rich,farmers must be rich;If China want to be beautiful,rural areas must be beautiful.Prosperity in rural areas,we must promote the building of a new socialist countryside,accelerate the upgrading of rural infrastructure,rural infrastructure construction." As a large agricultural country with 900 million farmers,rural economic development and national economic development and social stability are closely related,only the development of rural economy,solve the "three rural” issues,to the construction of new socialist countryside,to achieve national prosperity prosperous.As the cornerstone of the development of rural economy,rural infrastructure investment is the key to the development of the rural economy.It can not only improve the level of the rural economy and increase farmers' income,but also improve the consumption level of rural production,adjust the rural industrial structure,ecological environment governance and promote the coordinated development of regional economy.However,due to the development of urban and rural structure of our country has formed for a long time and accompanied by the unbalance of economic development in various regions,the rural infrastructure investment also appeared unbalanced development.Rural infrastructure does not allow farmers access equally.Not only the infrastructure investment between urban and rural areas is not balanced,but also the imbalance of rural infrastructure investment in various regions is also very obvious.The eighteenth meeting major report pointed out: we should step up the construction of a system which has a significant role in ensuring social fairness and justice,and strive to create a fair social environment.Therefore,it is of great theoretical value and practical significance to discuss the fairness of investment in rural infrastructure to solve the " three rural” issues and the establishment of a social security system.According to the research of local and abroad,starting from the basic concept of rural infrastructure and the fairness of the calculation method using theil index of the first fair.The fairness index of the rural infrastructure of our country for different kinds of measure,which is one of the innovations of this paper.It is the first time to measure in equity by different regions of rural infrastructure in.Not only the longitudinal comparison of rural infrastructure to refine the classification of fairness index,but also were compared between different regions.It is more comprehensive.The conclusion is China's rural infrastructure investment is very unbalanced,from the total amount of investment in the eastern China is the largest,middle China have less investment,Western China have the least.Rural population as fairness index measurement results,different rural basic facilities in different regions showed a different equity that is not consistent with the worst Western Eastern optimal results,the statistical results also provide theoretical suggestions for accurate government investment in rural areas.this is another innovation of this paper.The impact of investment on rural infrastructure fairness factors of theoretical and empirical analysis,using the panel data model of influence degree of different factors were analyzed.Finally,combined with China's rural infrastructure investment situation and the results of statistical analysis,propose some suggestions based on guarantee and policy of the principle in fairn ess of the rural infrastructure investment.
