In the present days, the social invoice of the reform of state-owned enterprises is getting more and more affirmative response, and the electric enterprises constantly improving institutional system during the process of the resent reformation., however, due to the double characters of managing and as a institution, which restricts itself during the reformation. Dushan Powder Supply Bureau as the basic operating unit in Guizhou Electric Network Company, with the autonomous employment and the constrained title evaluation, which makes employees feel frustrating, even the professional knowledge of people who careered in Human Resource couldn’t satisfy their requirements. So now the main problem is to break the rules, re-build incentive mechanism and combine the employee’s strength. According to analyse the existed problems of employee’s incentive mechanism in Dushan Powder Supply Bureau, making questionnaire survey and visiting,comparing the relative rules of incentive mechanism and combining the actual conditions of Dushan Powder Supply Bureau, this study used ten contents of carriage model to lively explain the measures of optimizing incentive mechanism, which in order to create a positive enterprise atmosphere with high morale, that making enterprises developed constantly and succeed employees.
