Since the democratic reform, especially since the reform and opening up in Tibet, with the preferential policies support and the correct leadership of Tibetan Autonomous Region government, the tourism industry has become a pillar industry in Tibet’s economic growth and it has made great strides over the last few years. Meanwhile, the Central Fifth Tibet Work proposed guidelines that promote Tibet to become a tourist destination in the world. In order to strengthen the new Eurasian Continental Bridge, land and sea ports fulcrum, in 2013, during our General Secretary, Mr. Xi Jinping’s visit to Central Asia and Southeast Asia, he proposed the great idea of "Silk Road Economic Belt" and "the 21 st Century Maritime Silk Road". In 2015, in Premier Li Keqiang’ government work report, he also proposed to combine "One Belt One Road” construction with the regional development and opening up policy. Besides, Tibetan Autonomous Region government also attaches importance to the Tibetan border ports. In 2015, Mr Lausanne Jiangun, Chairman of Tibet,in his government work report pointed out the economic cooperation in Central Himalayan Circle, especially for the connection of “One Belt and One Road” and BCIM economic corridor. This study selected Zham for the study object, and is based on its strategic location and geographical advantages. Zham is located in the south of Nyalam County of Xigaze City. Nepal borders locate in its east, south and west. It is a crucial point of the ancient country in South Asia and it is the end of State Road 318, it is also the starting point for the people of Nepal outbound tourism. The unique folk customs and rich tourism resources in border areas provides a realistic basis and favorable conditions for the border tourism development and ethnic Sherpa of Xigaze Chen Yadong County town of Zham and Nyalam County. Therefore, tourism between China and Nepal borders will inject new blood for Tibetan tourism development. It will also become an important part of tourism in Tibet and will make tremendous contributions to the remarkable achievements for Tibet’s social and economy.Since 1962, the economic of “One Belt and One Road” in Zham town had gotten its development. Zham has developed into a year-round development of the Tibetan land crossings. All aspects of the construction of the port has made considerable progress, it has formed a certain scale and urban development mode, relying on specific Zham port, and form the border crossings, Tibetan medicine production, the three pillar industries of tourism. However, under the new situation, tourism development along Zham border is still facing new problems and severe challenges. This study was based on the government perspective, the author first clears the definition of border tourism, and then based on the analysis of domestic and foreign literature of Tibet border tourism theory and research on the inbound and outbound travel, by using SWOT analysis method to Zham-Nepal border tourism(border tourism advantages, weaknesses, opportunities and challenges) were reviewed and a systematic research was given. The government raised the issue at the border tourism development, in order to build the Tibet border tourism industry and provides the basis for the theoretical framework. From a strategic perspective, the author pointed out that Tibet border tourism needs to change the policy advantages into efficiency advantages, change the variable outside support competitive advantage into self-development and change resource advantages into economic advantages. With the help of border tourism, it will promote the competitive advantage of tourism in Tibet. Finally, the author proposed countermeasures and suggestions for Tibet and Nepal’ border tourism.
