Employment is the source of the people’s livelihood. Former Premier Wen Jiabao once pointed out that “Employment is not only correlated with people’s livelihood, but with people’s dignity.” Therefore, the study on employment, the employment in west regions of China, and the employment of the migrant workers have been an academic focus. Especially, employment and employment of migrant workers in the areas inhabited by ethnic minority people where the economy is rather backward are much more problematic than those in economically- developed regions. Therefore, it is very practically significant to carry out the investigation on the employment of the ethnic minority people and migrant workers, especially on a series of problems existing in the employment of the migrant workers, namely, how to successfully shift the rural surplus labor force, working circumstance, left-behind children, labor skills etc.The paper, in the context of promoting the development of Weining County in Guizhou, focuses on the employment of ethnic minority people and migrant workers, with an attempt to summarize problems existing in the labor force resources, employment rate, employment situation, types of works, employment of migrant workers, and left-behind children, based on which feasible policy and proposals are put forward. The research findings will provide reference for the promotion of the policy making for the employment of ethnic minority people and migrant farmers in China.The paper consists of five parts. Part One primarily introduces the current status of relevant research, research plan and methodology. Part Two introduces and analyzes the present situation and characteristics of migrant minority workers of Weining County, by analyzing the data collected from the sampling survey, and reveals that the local ethnic minority migrant workers are mainly made up of young adults, whose quality is generally low, with spontaneous transfer as the main way of migrant working. The third part discusses the plight of the ethnic minority migrantworkers of Weining County from the four aspects of cultural differences, poor social integration, lack of rights and interests protection, and children education, embodied in form of severe employment,high proportion of migrant workers, lack of labor resources, low employment rate, and mainly being engaged in construction work. Part four touches on the social problems caused by the ethnic minoritymigrant workers of Weining County, teasing out the problems of aged widows and widowers, left-behind children in rural areas, and negative effect on agricultural production, highlighting the problems caused by the migrant workers. In part five, corresponding methods and measures are provided for the existing problems in employment and migrant workers of Weining Autonomous County of Hmong–Hui, such as, regularly providing training for improving working skills; enhancing the capability of labor intermediaries; introducing more skilled workers to enterprises, strengthening the input of finance; enlarging the fund for supporting the poor; encouraging the returning talents to work in their hometowns, providing more subsidiary for agriculture and stockbreeding, offering more preferential polices for the enterprises with foreign investment to increase more job opportunities, and all walks of life and more parents should pay more attention to the issues for the left-behind children. Finally, a conclusion is drawn that promoting the shift of surplus labor force in the minority areas in the regions and among the industries is the effective approach to accelerating the economy development in minority regions, which is also an important symbol of social progress.
