Current enterprises are in a dynamic and ever changing environment that includes the rapid updating of scientific technology, the enhancement of customers’ consumption level, the shrink of product life cycle, the improvement of the globalization and the network of economic. Providing diversified, individual and high-quality products as quickly as possible to customers is the key for enterprises to maintain their sustainable competitiveness. Supply chain management is generated in this context, and its core idea is horizontal integration. It emphasizes coordination and cooperation among enterprises and reflects the view of a system as a whole. Supply chain with agility and dynamic has become important to improve the responsiveness of enterprises. Supply chain design is one of the primary problems in supply chain management, but there is no systematic theories and methods up to date. So, exploring the theory and method of agile supply chain design is of great significance.On the basis of analyzing the background and research status on agile supply chains, this study summarizes the basic problems of agile supply chain design, and puts forwards a general systematic framework of agile supply chain design and illustrates the basic steps and methods based on systems engineering methodology and whole life cycle theory of systems engineering. Because determining the design goals is the first key step of agile supply chain management, this study using QFD methodology puts forward an operational method for supply chain design. The method transforms the agile supply chain requirements of decision-makers to the design objective of design process using QFD and AHP, and constructs a 0-1 goal programming model to select the priority and important design requirements. Then, it gives a simple example to illustrate the operation process. The proposed method expands QFD methodology to application in the field of supply chain, and provides a feasible new thought for agile supply chain design and management and lays guiding significance for enterprise to implement agile supply chain.
