Research On The Mechanism For Collaborative Development Of Beijing-Tianjin-Hebei Areas On Synergetic Theory

Party and state leaders made important instructions on Coordinated Development of Beijing-Tianjin-Hebei Areas on many occasions, especially the General Secretary Xi Jinping’s "2.26" speech directly make Coordinated Development of Beijing-Tianjin-Hebei Areas as a national strategy, emphasizing the Coordinated Development of Beijing-TianjinHebei Areas is a big idea and grand strategy, through ease of non-capital function,adjusting the economic structure and spatial structure, creating a new path of the connotation of intensive development, exploring a optimized development mode in densely population economy areas, promoting regional coordinated development, forming a new growth pole. Currently, it is faced with a number of institutional mechanisms need to break on coordinated development of Beijing-Tianjin-Hebei areas, such as the lack of public infrastructure funding mechanisms across the region, resulting in "broken road" exists;Another example is the lack of mechanisms for expenditure across the region, leading to the presence of the level of economic development ring the capital circle of poverty and ecological conservation areas and other issues, which need to be addressed through institutional innovation.In this thesis, from the theoretical research of Synergetic Theory start,it puts forward to build regional cooperative development mechanism in the main dynamic mechanism,complemented by security mechanism,according to regional synergy development mechanism constructed on the current coordinated development of Beijing- Tianjin-Hebei areas mechanism analysis, analysis What mechanisms already exist, the need to improve,what mechanism needs to build, and to make suggestions.The main content of this paper is divided into three parts:The first part: Theoretical analysis of regional cooperative institutional mechanisms based on Synergetic Theory. Under the guidance of Synergetic Theory, analysis of regional coordinated development during the operation, construct of the mechanism system of regional coordinated development. First, proposal of building power generation mechanisms which consists of policy guidance, innovation-driven, infrastructure support and cultural promotion and dynamics of composition drive mechanism,though analysis of power sources of the regional coordinated development and dynamic operation mechanism based on the principle of servitude, the principle of power fluctuations and auto-run mechanism; Secondly, the proposal of building the information transmission mechanism based on many third-party information platforms, through analysis of information conduction mode and conduction process, focusing on information feedback process;Thirdly, build the organization and coordination mechanisms by setting up the organization and coordination agencies and formulating planning and policies, through the analysis of three-dimensional coordinate system of the organization; Fourthly, to build mechanisms to protect the interests from the compensation mechanism participation mechanisms and apportion mechanism, through the different regional development bodies’ s benefit-analysis and interests of the game.Part II: The analysis of dynamic mechanism and Security Mechanism about collaborative development of Beijing-Tianjin-Hebei Areas.First of all, focuses on analysis of power sources of collaborative development of Beijing-Tianjin-Hebei areas, including internal driving force and external driving force; secondly, analysis of power generation mechanism of collaborative development of Beijing-Tianjin-Hebei areas from three aspects include of regional economic cooperation development, regional social coordination development, regional environmental coordination development from encouraged policies,innovation-driven, infrastructure support and cultural promotion aspects of four; Thirdly,this paper also analyzes the information transmission mechanism in terms of information sharing platform and information feedback mechanism, analyzes coordination mechanism by constructing organization and coordination bodies and improving organization and coordination policies and protect the interests of mechanism of collaborative development of Beijing-Tianjin-Hebei areas from compensation mechanism and Sharing mechanism.Part III: proposed some suggestions to further improve mechanisms of collaborative development of Beijing-Tianjin-Hebei areas. First, put forward innovative investment and financing system, reform the current taxation system, improve the sharing mechanism of public services and other power generation mechanism;Second, propose a sound system of regional organizations coordinating bodies, formulate and improve regional development policy planning organization and coordination mechanism; Third, propose to build a multi-level and wide-ranging information service platform, and build a sound and efficient,smooth information transmission channels and other information transmission mechanism;Four, improve the compensation mechanism established benefit-sharing, cost-sharing and other interests of the protection mechanism.
