Research On Effect Evaluation Of The Synergetic Development Strategy Of Beijing-Tianjin-Hebei Region

With the deepening of the division of labor and competition of globalization,the need for upgrading industrial structure and changing the mode of economic development is becoming more and more urgent.Regional integration has become the choice of many countries and regions in the world to cope with opportunities and challenges.This is especially true for the Beijing-Tianjin-Hebei region.At present,the synergetic development strategy of BeijingTianjin-Hebei has been raised to a national strategy,and the implementation of the synergetic development strategy of Beijing-Tianjin-Hebei is not only to deal with the issue of imbalance and unscientific development of this region,but also to promote the national economic development.This paper first combs the related theory and the literature summary,Theory of synergetic development of Beijing-Tianjin-Hebei region began in the early 80 s and then gradually evolved,making an important contribution to promoting the synergetic development of Beijing-Tianjin-Hebei region.At present,the importance of the implementation of the synergetic development strategy of Beijing-Tianjin-Hebei region has basically reached a consensus with the community,and it is necessary to evaluate the synergy degree of the development of Beijing-Tianjin-Hebei region,but the research on the evaluation of the synergy degree is still relatively little,so this paper mainly carries on the quantitative analysis.Then analyzes the status quo of the development of Beijing-Tianjin-Hebei,the status of the synergetic development of Beijing-Tianjin-Hebei,the contrast between Beijing-TianjinHebei urban agglomeration and other major urban agglomerations in the world and the problems faced in the synergetic development of Beijing-Tianjin-Hebei region.Then the connotation and objectives of the synergetic development strategy of Beijing-Tianjin-Hebei are introduced,followed with establishing an index system to measure the synergetic development level of Beijing-Tianjin-Hebei,and then introduces the application of distance synergy model in this paper.At last,This paper measures the synergy degree of Beijing-Tianjin-Hebei region based on the panel data of nearly 21 years,from four angles of economy,society,ecology and synthesis,then analyzes the result according to the measurement.Then some suggestions are put forward for the implementation of the synergetic development strategy of Beijing-TianjinHebei region.The main conclusions of this paper are as follows: The implementation process of the synergetic development strategy of Beijing-Tianjin-Hebei can be divided into three stages: first one,from 1995 to 2002,during which time the development degree of BeijingTianjin-Hebei increased slowly and the synergy degree fluctuated less;Second one,from2002 to 2010,during which time the development degree of Beijing-Tianjin-Hebei region increased rapidly,but the synergy degree decreased rapidly;Third one,after 2010,the growth of the development degree slowed down while the synergy degree increased,obviously in2015,indicating that the synergetic development strategy of Beijing-Tianjin-Hebei began to play a role gradually.The synergetic development of Beijing-Tianjin-Hebei region requires the government to carry out reasonable intervention,especially by the central government;in the process of the synergetic development strategy of Beijing-Tianjin-Hebei,social subsystem is relatively easy to achieve breakthroughs,at the same time we should pay special attention to and strengthen ecological development;the development of Hebei province can greatly promote the development of Tianjin and Beijing.Great importance should be attached to promoting the development of Hebei province,to make Hebei play its role.
