March 14,2008, the State Council issued on the cause of the pension insurance system reform pilot program notice (state issued [2008] No.10) proposed to establish a multi-level old-age insurance system, improve the level of life after retirement of public institutions, and increase the ability to compete in the basic old-age insurance, based on the establishment of the occupational pension system". As an important part of the reform of the pension system, occupational pension plays an important role in the pension level of the retirees. Office of the State Council issued the "occupational pension institutions" (hereinafter referred to as the "measures"), from October 1,2014 onwards the implementation of the occupational pension system in the organs and institutions. "Approach" is clear, the unit in accordance with the individual contributions of the base of the 8% included in my occupational pension personal accounts; personal contributions directly included in my personal accounts. China’s enterprise annuity, occupational pension as a supplementary pension insurance, in recent years, the rapid growth of the scale. Statistics show that the proportion of employees in the country to participate in the enterprise annuity is still less than 10%, and the establishment of enterprise annuity business is basically the central enterprises or better efficiency of financial institutions. For the occupational pension of the staff and workers, the occupational pension will be the important way to improve the pension replacement rate.This paper chooses occupational pension as the research object, studies the relationship between the replacement rate and the related factors, and makes a rich and perfect the system framework and theoretical study of the occupational pension. Through studying the influence factors of occupational pension replacement rate, the investment and operation management of occupational pension fund can be more reasonably, and the maintenance of occupational pension is maintained at a suitable replacement rate. In order to further improve the reform of the pension system, to protect the pension level of retired workers, and maintain social harmony and stability has important practical significance.The China’s endowment insurance system reform and the merger as the background, introduced as a supplement to the endowment insurance system of occupational pension system were studied mainly for the substitution rate of occupational pension fund between influence factors do in-depth research and analysis. In this paper, two aspects of qualitative analysis and quantitative analysis, the first of China’s current occupational pension system operation and management of the analysis, then through empirical analysis, the study of the relationship between the replacement rate and the relevant factors, after, according to the empirical results, put forward the suitable for China’s national conditions of occupational pension investment operation countermeasures.The first part is the introduction, introduces the background and significance of this study, research status at home and abroad and the related theoretical research, illustrates the research ideas, logical framework and research methods, the innovation and shortcomings of this paper writing.The second part is the definition of related concepts and theoretical basis, mainly on the key concepts involved in the article is introduced and defined, and the important theories used in this paper are summarized.The third part for organs and institutions of the merger of pension insurance and occupational pension status, mainly on the general situation of the Chinese occupational pension fund, operation status and the substitution rate of research and analysis.The fourth part is the analysis of the replacement rate model of occupational pension in the institution and institution, through the empirical research, the establishment of the model of occupational pension replacement rate.The fifth part is to determine the appropriate replacement rate of occupational pension, and to make an empirical analysis of the substitution rate of occupational pension, and to determine the appropriate replacement rate of occupational pension by combining qualitative and quantitative analysis.China is facing the situation of entering the aging society, the reform and perfection of the social pension insurance system has been widely concerned by the society. For a long time, organs and institutions retirees receive pension has been and enterprise retirees there is a huge difference, beginning in 2014, the State Council promulgated the corresponding management measures to complete the merger of pension insurance institutions, and clearly the occupational pension as a supplement old-age insurance establishment. This paper analyzes and studies the occupational pension system of the institution of public institution in our country.
