Evaluation On Effect Of Urban Railway PPP Projects

2014 year was the first year of the PPP career development in our country. It was alsoan important year of ownership reform in our country. The state encourages the promotion of the PPP model in infrastructure field. The Chinese government is actively guide social capital to participate in the supply of public products and serviceswith the PPP mode. The PPP can effectively improve the efficiency and quality of public products and service.People attention to the PPP projects, especially railway PPP projects, because it have characteristics of huge investment, long operating cycle, complex construction technology complex, contract relationship. Evaluate the effect of the PPP projects of rail transit, equivalent to the government regulation, private effectively investment, the project company to evaluate effective operation, etc.The purpose of this study is to provide a simple, clear and accurate method of evaluation of railway projects. This will serve as the deepening of research foundation. Railway PPP project evaluation content identificationbased on sufficient investigation and literature document, the basic theory of the PPP, the shareholders theory, the theory of post-project evaluation, causal analysis theory.Finally, we get four levels, include 57secondary indicators. These indicators systematically describe all aspects of the PPP project. Thesis has summed up the orbit transportation index of the PPP project evaluation criteria with the target management theory and performance tube theory. This is also the important foundation of the PPP project comprehensive evaluation. Paper using the fuzzy theory and combined with importance coefficient for the complex railway comprehensive evaluation and rating of the PPP project.The thesis gets effective evaluationresult of Beijing subway line 4 about its financial and economic, the implementationprocess, the user experience, the contract and mechanism. It is proved that the Beijing subway line 4 PPP project achieved good anticipated effect. This approach makes sense, it is worth learning.Finally, the paper puts forward the future development of remarks about the the improvement of the evaluation system and the weight.
