| The government anounced in central economic report that in the socialist construction of the most important task is to achieve the urbanization of our population,which plays a major role for the expansion of domestic demand. Improve the quality of urbanization, and guide the healthy development of urbanization, these policies reflect the direction of China’s future social and economic development.To support the "three-rural" economy and small and micro-sized enterprises, the China Banking Regulatory Commissionissued Certain opinions on Adjusting and Loosening the Entry Policies of Banking Financial Institutions in Rural Areas to Better Support the Construction of New Socialist Rural Areas on Dec.20,2006, which, arguably, has been a significant breakthrough for China’s rural financial policies. The Opinions have eased the scope of entry capital for banks, aiming to support and guide banking, industrial and private capitals both from home and abroad to invest, acquire and establish various types of new banking financial institutions in the rural area, including encouraging capitals of a variety of types to establish new rural banks mainly providing financial services to local farmers. As the financial institutions with business objectives of serving "agriculture, farmers and rural areas" and "small and micro-sized enterprises", rural banks are in face of multiple opportunities and challenges in the new situation of economic development.In recent years, in response to the calls of the Party Central Committee and requirements of regulatory authorities, the China Construction Bank (CCB) have been attempting to expanding its services towards "agriculture, farmers and rural areas" and "small and micro-sized enterprises" through establishing CCB rural banks, and carried out valuable explorations in respect of management models. After years of development, CCB rural banks have developed relatively sound institutions and standardized management, and initially yielded economic benefits.This paper carries out studies on the cases of five CCB rural banks within the territory of Shandong Province, and introduces the basic situation on establishment of rural banks by the China Construction Bank in Shandong Province; through comparisons between development situations and data of banking operations of rural banks inside the China Construction Bank systems and those within Shandong Province, this paper discusses the challenges posed to rural banks in aspects of strategies and management, and proposes corresponding solutions. |
