The Bidding Process Research And Optimization Of Evaluation Methods

International tendering and bidding has more than two hundred years of history,China's tendering and bidding started in twentieth Century eighty in 2000,?Law of the People's Republic of China on Tenders and Bids?passed and implemented,which marks China's tendering and bidding going on the legal track.This paper summarizes the present situation in China's procurement and construction through the literature reading method,founding that there were consistent views on the influence factors and existing problems of tendering and bidding,many scholars in the field of tendering and bidding do a lot of research on the bidding procedures and evaluation methods,but most of them build the founding results on the establishment of model or computational complexity analysis of evaluation,the process is complex,it is difficult to meet the needs of basic enterprise independent bidding.This paper introduces the process of bidding system,emphasizes the important significance of the implementation of bidding according to law,and lists management rules and system of bidding in a power enterprise.Describes the basic flow about the internal public / inviting public bidding,bidding,evaluation and calibration of the basic process,aiming at the phenomenon of the current enterprise evaluation which is too subjective,such as simple technology,commercial grade,together with the bid price of each unit for calibration,resulting in scoring and bidding price contradictions,leading to the man-made decision result with great subjectivity.Therefore,this paper trys to introduce the value engineering theory into tendering and bidding aiming at improving the evaluation method,determining the quantitative indicators,minimizing the subjective decision-making and improving the quality of calibration.The value engineering theory mainly emphasizes "cost performance".According to practical experience and system requirements,in terms of performance,the tenderer is mainly concerned about three aspects including the technical strength of the bidder side,quality safe and duration of construction,serving as the function evaluation unit in the evaluation process.The price is totally based on the bidding price.Experts firstly score for bidders' function evaluation units,according to term weighting of the function evaluation units calculating functional evaluation coefficient,according to the quoted price of bidding units calculating cost coefficient,the ratio of functional evaluation coefficient and cost coefficient is the unit's value coefficient.Through theweighting method,we can obtain comprehensive value coefficient of each unit.Eventually,through the comprehensive value coefficient ranking,determine the winning unit.Through this kind of evaluation method,reducing the subjective evaluation,strengthen the fair,open and equitable principles,calculation method is relatively simple,with operability,providing a set of simple evaluation method for the basic units' autonomous bidding.
