With the acceleration of urbanization in our country, and the implementation of the strategy of the country along the way, has brought a lot of infrastructure construction tasks, relying solely on government financial investment has been unable to meet the construction of huge financial needs. BT model is derived from the BOT model of a financing model, on the one hand BT financing mode is conducive to attract social capital into infrastructure construction, to meet the huge demand for capital construction, ease the government financial pressure, on the other hand is conducive to the introduction of efficient management and advanced technology, improve project operation efficiency, ensure project quality. Because of the application of BT pattern in the construction of our country, the research is in the initial stage, and the BT project has the characteristics of long period, large investment, many participants, and many risk factors. In the operation of the project, investors as the main part of the risk of a large. Therefore, it is necessary to study the risk of investors participating in the BT project.Based on the analysis of current domestic and foreign BT risk research status and the existing problems of China’s BT model, this paper discusses the BT financing mode and risk theory, focusing on the construction of BT project implementation in the construction of the pre construction, financing and payment period risk identification analysis, build the index system of risk evaluation. And the use of AHP and fuzzy comprehensive evaluation method to quantify the risk of investors and the overall evaluation of the BT model. Based on the empirical research of a BT project in Nanning, the risk identification and evaluation of the investors in the process of implementation, the scientific and reasonable evaluation index system and method are verified, and the corresponding risk prevention measures are put forward. To provide reference for BT project investors to carry out risk evaluation and investment decision.With the speeding up of urbanization in our country, and the implementation of the strategy of national area along the way, has brought a lot of infrastructure construction tasks. Infrastructure construction cycle is long, huge investment, high risk, etc. the current global economic downturn, only rely on government finances can’t meet the demand of large sums of money, and the government in the construction of infrastructure construction in the process of low efficiency and management professional is not strong, the characteristics of the construction of BT financing model is helpful to attract social capital into the infrastructure construction, meet the demand of construction, reduce the pressure on government finances, on the other hand is conducive to the introduction of advanced management and technology, improving the efficiency of the project, to ensure the construction quality. Because of the BT project has a long cycle, large investment, to participate in the characteristics of the subject of many, construction field application is still in the exploring stage in our country, in-depth study of BT project investor risk infrastructure construction has important significance to our country.Based on the analysis of the current domestic and foreign BT risk research present situation and problem of BT mode in our country, on the basis of the first of BT financing model and risk theory are discussed, and then to investors in the BT project construction prophase, construction period, the buyback period risk identification, build the risk evaluation index system. Secondly, by using analytic hierarchy process (ahp) and fuzzy comprehensive evaluation method to quantify risk and overall evaluation. Then the identification of risk put forward the corresponding countermeasures. Finally, according to empirical research youyi road BT project, the investors in the process of implementation of risk identification, evaluation and verification in this paper, we study method is scientific and reasonable. For the BT project risk assessment and decision-making to provide reference for investors.
