Study On Patent Assessment And Prioritization Based On The Perspectve Of Patent Strength

The arrival of knowledge economy, which promoted social prosperity and led the commercial development of patent and application of patent information, really makes intellectual property resources an asset to the patentee. While during the practice, how to evaluate the patent effectively and how to screen the high quality patent information has become an unavoidable problem. Though existing literature involve with these issues, opinions are divided on the definition of patent value and the method of value evaluation also exists some problems, which led to the patent commercial market struggling and development of patent information application slow. Solving the problem of patent value evaluation not only can reduce research and development costs of enterprises, and can also activate plenty of patent resources. Most important of all is the promotion of technology innovation and social progress. This paper applies patent literature information to patent value evaluation to study the issue of patent value with a new perspective of non-market benchmark. The paper is aimed at studying the capacity of patent to resist attenuation of value in the market competition and technology revolution from the technical point of view, namely patent strength defined in this paper.Based on this view, I have done research work as follows. In the first place, I widely browse and study the existing literature to analysis basic situation of research in this field. The paper clarifies the theme of this research studied in the text and clearly defined the connotation of patent strength. In the second place, analyses and screens the influence factors of patent strength and then to construct the index system of patent. Thirdly, based on the expert assessment method and analytic hierarchy process (AHP), analyze the influence degree of each index on the patent intensity and determine the index weight, to construct a complete evaluation index system of patent strength. Lastly, In view of the above proposed index system, establish two mathematical analysis model. One is a statistical analysis model and a fuzzy mathematical model for comparison.This study established a non-market benchmark evaluation index system of patent value with the patent literature information. This evaluation index system is based on objective data information, providing objective and reliable evaluation results. Research results can be applied to the analysis of patent literature and patent information utilization. It also has important significance on the patent value evaluation.
