As the supporting measures of reform of rural taxes and fees, One Case One Meeting Award Policy is in favour of farmers. It has both economic and political significance. On the one hand, the policy is helpful for the construction of the rural infrastructure, improving rural production and living conditions, promoting the construction of New Countryside. On the other hand, the rules of procedure improve the villagers’democratic consciousness and promote the democracy at the grassroots level, which has political values.This paper focus on One Case One Meeting Award Policy and select N county of Henan province as a case, with the help of Model of T·B·Smith. The Model of T·B·Smith is not the focus of this article. It is mainly a analysis tool. From the policy itself, actuators, target groups and policy environment four aspects,this paper makes a clear and systematic analysis on problems arising in the implementation of policies in N County.On the perspective of the Model of T·B·Smith, using literature analysis method and case method, study the problems from the implementing the policy process from One Case One Meeting Award Policy in N county, mainly for the shortcomings of policy, enforcement agencies absence functions, the negative from the target group participation, and the negative impact of the economic environment, social and historical environment. In view of the problems, this paper puts forward six suggestions to improve the policy of One Case One Meeting Award Policy. Strengthen the propaganda guidance and build the atmosphere; Improve the policy operation flexibility; Shift cadres thought and improve their quality and ability; Deepen the project acceptance and later management work; Combining the reality of village, improve the villagers procedure; Take incentive constraint measures to suppress the villagers "free-rider" behavior.
